VAPCF Strengthens Key Leadership – Further Promoting the Strength of the People’s Credit Fund Network

On 6 August 2026, the Vietnam Association of People’s Credit Funds (VAPCF) officially announced the decisions on the appointment of its General Secretary and Deputy General Secretaries. This key step aims to further consolidate and promote the role of its leadership team in the new phase of development.

On the morning of 6 August 2026, at the Head Office of VAPCF in Hanoi, a ceremony was held to announce the decisions on the appointment of the leadership of the VAPCF Office. The event was attended by Mr. Hoang Viet Dung – Deputy Director of the Department of Safety of Credit Institutions System (under the State Bank of Vietnam – SBV); Mr. Nguyen Quoc Cuong – Secretary of the Party Committee, Chairman of the Board of Directors (BOD) of Co-opBank, and Chairman of the VAPCF; Ms. Pham Thi Hong Minh – Member of the BOD and General Director of Co-opBank; along with Co-opBank’s members of the BOD, Management Board, Supervisory Board, Chief Accountant, and leaders of Divisions, Centers, Departments, and several Branches.

Representing VAPCF were Mr. Phan Duc Tuan – Member of the Executive Committee, Member of the Standing Committee of VAPCF, Head of the Hanoi Representative Office, and Chairman of the Board of Directors of Kim Chung PCF (Hanoi); Mr. Ngo Van Thiep – Member of the VAPCF Inspection Committee, Chairman of the Nam Dinh PCF Club, and Chairman of the Board of Directors of Tho Nghiep PCF (Ninh Binh); together with leadership representatives of PCF members in Hanoi. The ceremony welcomed all leaders, officers, and employees of the VAPCF Office and VAPCF-affiliated Information Technology Company.

Strengthening the organizational structure is one of the important steps toward further consolidating and promoting the role of the VAPCF Office’s leadership team, thereby fulfilling the objectives set out in the Resolution of the 5th VAPCF Congress for the 2026–2031 term.

At the ceremony, Mr. Phan Duc Tuan – Member of the Executive Committee, Member of the Standing Committee of VAPCF and Head of the Hanoi Representative Office, announced the decisions on the appointment of key personnel.

Under Decision No. 44/QD-TCCB dated 1 August 2026, Ms. Nguyen Thi Kim Thanh was officially appointed General Secretary of VAPCF. Joining the new General Secretary team are two Deputy General Secretaries, including Mr. Mai Van Uy (former Director of Co-opBank’s Nam Dinh Branch) and Ms. Nguyen Thi Huong (Head of the External Relations, Communications and Member Services Department of VAPCF).

Presenting the appointment decisions and congratulating the newly appointed VAPCF leaders, Mr. Nguyen Quoc Cuong – Secretary of the Party Committee and Chairman of the BOD of Co-opBank, concurrently Chairman of VAPCF, emphasized that strengthening the leadership team at this time is an urgent requirement to meet the demands of the current phase of development and innovation. The VAPCF leader expressed his expectation that the newly appointed personnel would make full use of their practical experience and professional expertise to continue building a united and professional Office, thereby enhancing the quality of advisory work and successfully achieving the objectives set out by the 5th Congress for the 2026–2031 term.

Congratulating VAPCF on completing the strengthening of its key leadership team, Mr. Hoang Viet Dung – Deputy Director of the Department of Safety of Credit Institutions System – SBV, described this as a significant milestone as the entire system is implementing the Scheme on the Comprehensive Restructuring of the People’s Credit Fund System and the Co-operative Bank of Vietnam for the 2026–2030 period, with a Vision to 2045 (the Scheme), under Decision No. 1266/QD-NHNN, as well as the Action Plan for implementing the Scheme issued together with the SBV’s Decision No. 1267/QD-NHNN.

Mr. Hoang Viet Dung noted that the Scheme assigns VAPCF a number of important tasks, affirming the Association’s increasingly important role in connecting, supporting, and enhancing the operational capacity of the entire network.

To ensure the effective implementation of the Scheme, Mr. Hoang Viet Dung emphasized PCFs must continue to strengthen discipline and strictly comply with regulations on capital intermediation, lending regulations, liquidity support, and savings book management. At the same time, inspection and supervision must be conducted substantively, avoiding formalistic reporting; State Bank regional branches must comprehensively assess the compliance of each PCF.

Notably, regarding the roadmap for reorganizing the network based on administrative boundaries, Mr. Hoang Viet Dung reaffirmed that mergers would be carried out cautiously while ensuring the rights and interests of its members. Leaders of the Department of Safety of Credit Institutions System – SBV also affirmed that the department would continue to closely coordinate with VAPCF, Co-opBank, and PCFs throughout the implementation of the Scheme, contributing to the development of a safe, effective, and sustainable cooperative credit system.

Delivering her remarks upon assuming the new position, the newly appointed General Secretary of VAPCF Nguyen Thi Kim Thanh expressed her appreciation for the trust placed in her by the Party Committee. She also pledged to build upon past achievements, further strengthening connectivity, and working closely alongside members, hence contributing to the development of a stronger VAPCF. Echoing this sentiment, the new Deputy General Secretary, Mr. Mai Van Uy, noted that he will coordinate closely with the leadership team, uphold the spirit of solidarity and responsibility, thereby enhancing the operational efficiency of the VAPCF in the upcoming years.

Demonstrating her readiness to take action, Ms. Nguyen Thi Kim Thanh VAPCF General Secretary chaired a meeting with representatives of member PCFs shortly after the announcement ceremony to directly hear their thoughts, aspirations, and challenges at the grassroots level.

Many issues closely related to the practical operations of the network were immediately brought up to frankly analyse and discuss. The main focus of the discussion was the progress in implementing the Scheme on restructuring the PCF network in accordance with Decision No. 1266/QD-NHNN issued by the SBV (on 11 June 2026). Delegates openly shared their concerns over increasingly intense competition with commercial banks in their local areas in terms of deposit and lending interest rates. In addition, software licensing, costs and orientations for information technology application, digital transformation, as well as officer training were also actively discussed.

Acknowledging every constructive feedback, Ms. Nguyen Thi Kim Thanh reaffirmed that the General Secretariat would promptly compile and research to provide recommendations to authorized parties.

“VAPCF is committed to strengthening its role as a bridge between its members and the SBV, Co-opBank and relevant regulatory authorities. We will strive to help PCFs address their difficulties and stand alongside them throughout the restructuring, promoting digital transformation process, with an aim of ensuring safe and effective operations as well as sustainable development”, the newly appointed General Secretary emphasized.

The announcement ceremony not only marked the completion of the organizational structure but also reflected the continuation, consolidation and further promotion of the foundations built over the years. With its Secretariat now strengthened, VAPCF will continue to enhance its role in representing, connecting and supporting PCF members, contributing to the effective implementation of the restructuring scheme for the PCF network and working toward a system that operates safely and stably while achieving sustainable development in the new period.
