On March 24, 2026, the Co-operative Bank of Vietnam (Co-opBank) Bac Ninh branch, in coordination with the State Bank of Vietnam (SBV) Region 12, organized a Conference to implement tasks for People’s Credit Funds (PCFs) in 2026 in Bac Ninh province.
Attending the Conference, on behalf of SBV Region 12 were Mr. Ta Thanh Long – Director; Mr. Nguyen Duc Thiep – Deputy Director, along with leaders and officers from Supervision Division 2.
On behalf of Co-opBank were Mr. Nguyen Quoc Cuong – Chairman of the Board of Directors; Ms. Dang Mai Phuong – Member of the Board of Directors; leaders of several units at the Head Office; the Board of Management of Co-opBank branches in Bac Ninh, Bac Giang, Hung Yen, and Thai Binh; as well as representatives of leaders from relevant units.
The Conference was also attended by Chairpersons of the Boards of Directors and Directors of PCFs in the province.
At the Conference, delegates heard a report summarizing the operations of the PCF system in the area. As of early 2026, Co-opBank Bac Ninh and Bac Giang branches have effectively fulfilled their role in supporting and serving 46 PCFs in the locality. Key operational indicators show that the PCF system in the area has remained stable: total capital reached VND 8,872 billion; outstanding loans to members totaled VND 5,935 billion; and non-performing loans accounted for 0.24% of total outstanding loans.
In addition, digital transformation and support for electronic banking services have continued to be strengthened. As of February 28, 2026, 41 out of 46 PCFs in the area had joined the CF-eBank electronic banking system; payment and fund transfer activities have been carried out safely and smoothly. This provides an important foundation for PCFs to improve service quality, expand utilities, and gradually adapt to the new development requirements of the cooperative financial model.

Delivering directive remarks at the Conference, Mr. Ta Thanh Long – Director of SBV Region 12 – acknowledged and highly appreciated the efforts of Co-opBank and the PCF system in Bac Ninh province over the past year. He emphasized that, despite ongoing economic challenges, with the support of Co-opBank, PCFs have remained aligned with the orientations of the Government, the banking sector, and local authorities, continuing to effectively perform their role as an important channel for credit provision in rural areas, supporting production and business activities, creating jobs, improving people’s incomes, contributing to limiting illegal lending, and maintaining political security and social order in the locality.
In addition to recognizing these achievements, the leadership of SBV Region 12 also frankly pointed out several shortcomings in the operations of some PCFs, such as uneven governance and management capacity, weaknesses in internal control in certain areas, incomplete compliance with legal regulations at some units, and slower-than-required progress in digital transformation. On that basis, Mr. Ta Thanh Long requested that PCFs continue to adhere closely to their principles and operational objectives; strengthen risk management; improve credit quality; place greater emphasis on training and capacity building for staff; and proactively apply information technology while effectively implementing digital transformation initiatives.

Speaking at the Conference, Mr. Nguyen Quoc Cuong – Chairman of the Board of Directors of Co-opBank stated that, after more than 30 years of development, the PCF system has continued to affirm its role as a sustainable cooperative financial model in rural areas. He highly appreciated the positive results achieved by Co-opBank Bac Ninh and Bac Giang branches, together with PCFs in the area, over the past period. In the coming time, for the two Co-opBank branches responsible for PCFs in Bac Ninh Province, the Chairman requested that they continue to effectively play their role as focal points in capital balancing, promptly meeting the borrowing needs of PCFs to expand credit for lending to members for production, business, and daily life. At the same time, the branches should accelerate digital transformation, expand the deployment of e-banking services, cashless payments, mobile banking, and other digital utilities to enhance service quality for members and customers. In addition, they should further improve inspection and supervision activities, promptly detect and recommend corrective measures to address shortcomings, thereby helping PCFs operate safely, stably, and sustainably.
For PCFs, Mr. Nguyen Quoc Cuong requested strict compliance with legal regulations and the orientations of the SBV, ensuring operations are aligned with their principles and objectives; strengthening system linkages; and proactively coordinating and sharing experiences with other PCFs and Co-opBank to improve operational efficiency. At the same time, PCFs should focus on refining internal regulations, enhancing governance capacity and risk management, investing in technology infrastructure, promoting digital transformation, maintaining a sound balance between mobilized funds and lending, standardizing brand identity, and actively participating in professional training programs to improve staff quality.
At the Conference, Co-opBank’s leadership also expressed their expectation that SBV Region 12 would continue to provide guidance and closely coordinate with Co-opBank in supervision, information sharing, and reviewing PCFs requiring restructuring in order to implement timely support measures; while also orienting PCFs to increase participation in syndicated lending with Co-opBank to enhance their capacity to meet members’ funding needs in the locality.

On this occasion, leaders of SBV Region 12 and Co-opBank presented awards to outstanding PCFs in the area and attended the signing ceremony of a coordination regulation between the two entities in the management, support, and development of the PCFs network. This serves as an important foundation to enhance coordination efficiency, enable early risk detection, and provide timely support to PCFs facing difficulties, thereby contributing to the stability and safety of the PCFs network in the locality.
