On 28 August 2026, the Co-operative Bank of Vietnam (Co-opBank) completed the receipt of VND 5 trillion in additional State investment capital to increase its charter capital, in accordance with the policy approved by the Prime Minister. This important funding will strengthen Co-opBank’s financial capacity and enhance its role in capital intermediation, enabling the Bank to support, connect, and promote the safe and sustainable development of the People’s Credit Fund (PCF) network.

This capital addition followed the Prime Minister’s issuance of Decision No. 1563/QD-TTg dated August 14, 2026, allocating an additional 2026 State budget estimate to the State Bank of Vietnam (SBV) for the purpose of increasing Co-opBank’s charter capital. Previously, in July 2026, the Prime Minister also issued Decision No. 1279/QD-TTg on providing an additional VND 5 trillion in charter capital to Co-opBank. Subsequently, the SBV Governor signed Decision No. 1634/QD-NHNN on additional State investment to increase Co-opBank’s charter capital. The capital is provided from the State budget in accordance with the applicable laws, demonstrating the attention and support of the Party, the Government, and the SBV in strengthening the financial capacity of the credit institution serving as the core institution of the PCF network.

Under the Prime Minister’s Decision No. 1563/QD-TTg dated August 14, 2026, the VND 5 trillion was allocated from the 2026 State budget, as approved by the National Assembly under Resolution No. 246/2025/QH15, at the proposal of the Ministry of Finance. The Prime Minister assigned the SBV to carry out the payment and settlement of State budget expenditures related to increasing Co-opBank’s charter capital as prescribed by law. At the same time, Co-opBank is responsible for managing and using State capital effectively, preserving and growing the State’s investment in the bank in compliance with legal regulations, and preventing the waste, loss, and inefficient use of State capital and assets.

The additional capital of VND 5 trillion marks an important step in strengthening Co-opBank’s financial foundation. The new resource will enable the bank to better meet operational safety requirements, invest in technology, develop products and services, and enhance its capacity to support the PCF network.

As the “Bank of all PCFs,” Co-opBank performs the functions including intermediating capital, providing financial support, and delivering banking products, services, and technology infrastructure to the network. Therefore, stronger financial capacity not only benefits Co-opBank itself, but also creates favorable conditions for the bank to fulfill its role as the network’s central institution and the focal point for coordination, providing support to PCFs.

The safe and stable development of each PCF is the foundation of the strength of the entire network. As Co-opBank strengthens its financial and support capacity, PCFs will have greater access to capital, technology, products, services, and professional expertise, helping them adapt to changing conditions and better serve their members and local communities.

Alongside its support for the PCF network, Co-opBank continues to expand banking products and services, including payment solutions, digital banking, and modern financial services. These efforts will enable the bank to gradually improve operational efficiency and strengthen its capacity to provide services across the system.

The additional capital also supports the implementation of the Scheme for Comprehensive Restructuring of the PCF Network and Co-opBank for 2026–2030, with a vision to 2045. With its strengthened financial resources, Co-opBank will gain greater capacity in intermediating capital, providing support to PCFs, and developing appropriate products and services. Accordingly, the VND 5 trillion capital injection will not only strengthen Co-opBank’s capacity but also provide a stronger foundation for enhancing the interconnected strength of the Network, toward a safe, efficient, and sustainable cooperative financial system.
