25 Years of Steadfast Support for the PCF Network
At the ceremony, delegates looked back on the 25-year journey of establishment and development of Co-opBank Bac Ninh Branch – a journey closely associated with the development of the PCF network in the province.

The Branch originated from the Bac Ninh Regional Credit Fund, which was established in August 1998 to perform the functions of capital intermediation and connecting local PCFs. In 2001, the unit was transformed into the Bac Ninh Branch of the Central People’s Credit Fund. On 1 July, 2013, alongside the official commencement of Co-opBank’s operations, the Bac Ninh Branch of the Central People’s Credit Fund was renamed Co-opBank Bac Ninh Branch.
From its initial scale of just 10 officers and total operating funds of VND 11 billion, by 31 December 2012, the Branch’s total funding reached VND 549 billion; deposits from PCFs reached VND 191 billion, while outstanding loans to PCFs reached VND 141 billion.
From 2013, following its transformation into the Co-opBank model, the Branch entered a period of strong growth. By 31 December 2025, total funding had reached VND 4.828 trillion; the balance of intermediation deposits from PCFs reached VND 1.715 trillion; and outstanding loans to PCFs had grown at an average annual rate of 61.71% compared with the time of the transformation.
These results demonstrate the Branch’s growth in scale and operational capacity over each period, while also highlighting the role of Co-opBank Bac Ninh Branch in intermediating capital, proactively managing capital sources, contributing to liquidity assurance, and meeting the funding needs of PCFs in the province.

Connecting Trust – Moving Forward & Reaching Further
Speaking at the ceremony, Mr. Ngo Tan Phuong – Member of the Provincial Party Committee and Vice Chairman of the Bac Ninh Provincial People’s Committee – acknowledged and commended the efforts and contributions of generations of Co-opBank Bac Ninh Branch’s officers and employees over the last 25 years, contributing greatly to the province’s socio-economic development.
The Vice Chairman of the Bac Ninh Provincial People’s Committee also emphasized that the Branch’s value and role are shown not only through the growth in capital scale but also through its role in capital intermediation, ensuring the liquidity safety for the local PCF network and bringing the PCFs closer to the people, households, small traders, and cooperatives. These efforts has supported production, stabilized livelihoods, and helped curb illegal lending.

In the new phase of development, amid the requirement to restructure the PCF system, accelerate digital transformation, and improve banking operations, the Vice Chairman of the Bac Ninh Provincial People’s Committee called on Co-opBank Bac Ninh Branch to focus on three key groups of tasks.
First, the Branch should promote its role as a central point and closely coordinate with SBV Region 12 to implement the “Scheme on Comprehensive Restructuring for the PCF Network and Co-opBank for 2026–2030, with a vision to 2045”; ensuring that the merger and consolidation of PCFs are conducted transparently and with liquidity safety, while maintaining strict risk controls and protecting the legitimate rights and interests of depositors and members. Second, the Branch will proactively implement flexible credit packages at reasonable costs for individuals, cooperatives, small traders, and industrial workers, thereby contributing to social welfare. Third, the Branch will take the lead in digital transformation and actively expand cashless payments and modern banking services to rural areas and workers.
The Branch will continue to developing appropriate credit products, enabling individuals, business households, cooperatives, small and medium-sized enterprises, workers, and employees to access official sources of financing at reasonable costs. This will support production development, stabilize livelihoods, improve housing conditions, and contribute to the province’s social welfare objectives.

At the event, Mr. Ta Thanh Long – Director of SBV Region 12 – highly appreciated Co-opBank Bac Ninh Branch’s role as the bank of PCFs, effectively providing capital intermediation for local PCFs. The Branch has also promoted lending to agriculture and rural areas, accounting for 68% of total outstanding loans, making a positive contribution to curbing illegal lending and reducing poverty.
Entering the pivotal year of 2026, Mr. Ta Thanh Long called on the Branch to continue strictly implement the policies of the Party and Government, the directions of the Provincial Party Committee and Provincial People’s Committee, and the monetary policy orientations of SBV; focus capital on economic development and social welfare in Bac Ninh Province; and promote safe and effective credit growth while improving credit quality and strictly controlling non-performing loans.
In addition, the Branch should strengthen its role as a leading focal point, enhance inspection and supervision, and provide early risk warnings to ensure the safety of PCFs; accelerate digital transformation and apply modern technologies to governance and operations, ensuring seamless connectivity between Co-opBank and PCFs, and leading the network toward modern and safe development in the digital era. At the same time, the Branch should place greater emphasis on training and capacity building to improve the professional qualifications and ethics of its officers and employees.

Speaking at the ceremony, Mr. Nguyen Quoc Cuong – Secretary of the Party Committee, Chairman of Co-opBank BOD – affirmed that the 25th anniversary is a proud historical milestone, marking the Branch’s significant growth and development.
On behalf of the Party Committee and leadership of Co-opBank, Mr. Nguyen Quoc Cuong expressed his appreciation for the attention and guidance of the Bac Ninh Provincial Party Committee, the Bac Ninh Provincial People’s Committee, SBV Region 12, and relevant agencies, committees, and authorities, as well as the support of the local PCF network throughout the Branch’s 25 years of development.

To successfully implement “Scheme on Comprehensive Restructuring for the PCF Network and Co-opBank for 2026–2030, with a vision to 2045”, Mr. Nguyen Quoc Cuong also called on Co-opBank Bac Ninh Branch to focus on the following key tasks:
First, the Branch must identify its responsibilities toward the PCF network as a core and overarching political mission; bring modern digital services and utilities to PCFs and their members; and build the Branch into a true “common house” and a strong support pillar for PCFs, regarding the safe development of PCFs as the ultimate measure of operational effectiveness.
Second, the Branch must closely follow the directions of SBV Region 12 and Co-opBank Head Office, expand credit to production and business activities and priority sectors, and place operational quality and safety above all else, firmly refusing to trade quality and risk control for growth in scale alone.
Third, the Branch should continue to concentrate on professional training, uphold professional ethics, and build a corporate culture that fosters unity, discipline, profession, and humane.

Within the framework of the event, Co-opBank announced the decision to transfer and appoint Mr. Bui Tuan Nghia – Director of Co-opBank Hanoi Branch – as Director of Co-opBank Bac Ninh Branch. With his proven management experience and capabilities, Mr. Bui Tuan Nghia is expected to continue to demonstrate his sense of responsibility and, along with the Branch’s leadership and its officers and employees, uphold the tradition of solidarity, innovation, and creativity, improve operational efficiency, and successfully fulfill assigned tasks.
