The Government Officially Adds VND 5 Trillion from the 2026 State Budget Estimate to Increase Co-opBank’s Charter Capital

Deputy Prime Minister Nguyen Van Thang signed Decision No. 1563/QD-TTg dated 14 August 2026 of the Prime Minister, supplementing the 2026 state budget estimate to the State Bank of Vietnam (SBV) to increase charter capital of the Co-operative Bank of Vietnam (Co-opBank).

Accordingly, the Prime Minister decided to allocate VND 5 trillion from the 2026 state budget estimate to the SBV to make an additional investment to Co-opBank’s charter capital. This funding is sourced from the 2026 Central Budget approved by the National Assembly in Resolution No. 246/2025/QH15 upon the proposal of the Ministry of Finance.

The Prime Minister assigned the SBV to execute the payment and final settlement of the state budget regarding the supplementary state budget capital for Co-opBank’s charter capital in accordance with legal regulations. At the same time, Co-opBank shall be responsible for managing and utilizing state capital to ensure efficiency, preservation, and development of state capital invested in the Bank in strict compliance with the law; as well as preventing fragmentation, wastefulness, and loss of state capital and assets.

Previously, in July 2026, the Prime Minister also issued Decision No. 1279/QD-TTg on supplementing VND 5 trillion in charter capital for Co-opBank. Subsequently, the Governor of the SBV also signed Decision No. 1634/QD-NHNN to invest additional state capital to increase Co-opBank’s charter capital. Allocated from the state budget in line with legal regulations, the funding demonstrates the commitment and support of the Party, the Government, and the SBV in strengthening financial capacity to key credit institutions in the People’s Credit Fund (PCF) network.

Supplementing the 2026 state budget estimate for the SBV to invest in Co-opBank’s charter capital is not only a solution to strengthen the Bank’s financial capacity but also plays an important role in ensuring the safety and stability of the cooperative financial

system, thereby promoting the development of the collective economy and effectively implementing policies regarding agriculture, farmers, and rural areas.

As a “Bank of all PCFs”, Co-opBank operates not for maximizing profits, but towards building system connectivity and supporting PCFs’ operations through providing capital intermediation, financial support, as well as modern banking products and services.

The stable and sustainable growth of each PCFs lays a foundation for the development of Co-opBank and vice versa. Alongside its key missions of taking care and intermediating capital for the PCF network, Co-opBank also provides a full range of modern banking services such as capital mobilization, credit extension, and payment and digital banking services for enterprises and individuals.

The Government’s decision to add VND 5 trillion in charter capital will create an important turning point for Co-opBank. In addition to improving the Bank’s capital adequacy ratios in accordance with legal regulations, this new financial resource also

facilitates the expansion of its credit scale, the investment in technology, the development of products and services, and the enhancement of support for the PCF network when necessary. This also serves as crucial preparation for the collective financial system to adapt to new development requirements in the context of digital transformation, international integration, and the increasing needs for capital access of the collective economic sector.

Beyond strengthening financial resource for Co-opBank, experts also believe that the Government’s decision will create a ripple effect for the entire PCF network, contributing to unlocking capital flows, strengthening resilience of the collective economic sector, and promoting sustainable growth.

Given that the whole nation’s commitments to achieving significant growth targets and developing private and collective economy have become important drivers of the economy, the Government’s decision to supplement VND 5 trillion in charter capital to Co-opBank holds significance that transcends a mere financial decision.

This represents a powerful message showing the State’s support to the collective economic sector and reaffirming the Bank’s role and position in the Vietnamese banking and finance system. It also builds an important foundation to expand credit access, enhance resilience of the cooperative financial system, and promote inclusive development.

With this new resource together with the determination to reform its governance, strengthen digital transformation, and improve its competitiveness, Co-opBank is expected to continue upholding its role as the bridge providing capital to agricultural and rural areas as well as the collective economic sector. These efforts will positively contribute to the country’s rapid ad sustainable development goals in the new era.
