Co-opBank and Deposit Insurance of Vietnam Sign Memorandum of Understanding

On the morning of June 12, 2026, in Hanoi, the Co-operative Bank of Vietnam (Co-opBank) and the Deposit Insurance of Vietnam (DIV) held a signing ceremony for a Memorandum of Understanding (MoU) aimed at strengthening cooperation in professional operations, enhancing the effectiveness of information exchange, supporting the activities of the People’s Credit Funds (PCFs) network, and fostering a comprehensive and long-term cooperative relationship between the two organizations.

Attending the ceremony, on behalf of Co-opBank were Mr. Nguyen Quoc Cuong, Chairman of the Board of Directors; Ms. Pham Thi Hong Minh, Member of the Board of Directors and Chief Executive Officer; together with other members of the Board of Directors, the Board of Management, and representatives of relevant departments at the Head Office.

Representing DIV were Mr. Pham Bao Lam, Chairman of the Board of Directors; Mr. Dang Duy Cuong, Member of the Board of Directors and Chief Executive Officer; along with other members of the Board of Directors, the Executive Management Board, and representatives of relevant divisions.

At the ceremony, a representative of DIV reported on the coordination process between the two organizations in recent years as well as the key contents of the Memorandum of Understanding. Accordingly, Co-opBank and DIV agreed to strengthen coordination in activities related to the People’s Credit Funds (PCFs) network on the principles of voluntariness, equality, and effectiveness, while ensuring compliance with information confidentiality regulations during implementation. The areas of cooperation include sharing information on PCF operations; coordinating professional exchanges (PCF supervision and inspection activities, support activities for weak PCFs, and information communication activities); cooperation in the process of handling weak PCFs; cooperation in training; coordination between branches; and coordination in scientific research activities.

Speaking at the ceremony, Mr. Nguyen Quoc Cuong, Chairman of the Board of Directors of Co-opBank, highly appreciated the role of DIV, particularly after the Law on Deposit Insurance came into effect, establishing a solid legal framework that has helped strengthen public confidence, protect depositors’ rights and interests, and actively support the stability of the credit institution system. PCFs network makes an important contribution to the development of the collective economy and rural finance sector, providing capital and financial services to millions of members and people nationwide. Ensuring the stable operation and sustainable development of this system is the shared responsibility of many agencies and organizations, including Co-opBank and DIV.

Mr. Nguyen Quoc Cuong, Chairman of the BODs of Co-opBank, affirmed that the signing of this comprehensive Memorandum of Understanding marks an important milestone, demonstrating the commitment of both organizations to strengthening coordination mechanisms, information sharing, professional support, human resource training, and the implementation of tasks related to the PCFs network. Based on the agreed contents, he expressed that, following this signing ceremony, cooperation between the two parties will become increasingly deeper, more substantive, and more effective.

Speaking at the ceremony, Mr. Pham Bao Lam, Chairman of the Board of Directors of DIV, stated that DIV and Co-opBank have maintained close and effective coordination in many areas, particularly in promoting deposit insurance policies, providing early risk warnings, and supporting the operations of the PCFs network. In the coming period, Co-opBank and DIV should continue to strengthen comprehensive coordination, from Head Office units to branches, on a regular and continuous basis in order to promptly address difficulties and enhance the effectiveness of coordination in the implementation of their tasks.

“The signing of the MOU not only marks a new stage in the relationship between DIV and Co-opBank, but also creates a foundation for the two organizations to strengthen coordination and enhance the effectiveness of their roles and responsibilities in supporting the stable and efficient development of PCFs network,” Mr. Pham Bao Lam emphasized.

The signing ceremony not only marks a new milestone in the cooperative relationship between Co-opBank and DIV but also creates opportunities for the two organizations to leverage their respective strengths and enhance the effectiveness of coordination in supporting PCFs network. It also serves as an important foundation for promoting the development of the collective economy sector, contributing positively to the stability of the financial and banking system, and effectively supporting the country’s socio-economic development objectives.
