On June 5, 2026, Co-opBank held a conference on the handover of responsibilities for supporting, assisting and performing functions and duties in relation to People’s Credit Funds (PCFs) from Co-opBank Ha Tay Branch to Co-opBank Phu Tho Branch.
Attending the conference, representatives from the State Bank of Vietnam (SBV) Region 4 included Mr. Nguyen Quoc Tung – Deputy Director, Mr. Nguyen Xuan Thuy – Head of the Supervision and Management Division, and relevant officials.
Representing Co-opBank were Ms. Dang Mai Phuong – Member of the Board of Directors; Mr. Le Thanh Cuong – Director of the Member PCF Division; staff members from several units at the Head Office; as well as the Management Board, managers and deputy managers of departments of Co-opBank Phu Tho Branch and Co-opBank Ha Tay Branch.
The conference was also attended by Chairpersons of the Boards of Directors, Directors and Heads of the Boards of Supervisors of PCFs located in the former Hoa Binh Province.
The conference received reports on the operations of the four transferred PCFs, namely Cao Phong Town PCF, Song Da PCF, Hoa Binh Ward PCF and Hoa Son PCF. Collectively, these PCFs currently have more than 5,000 members, total operating capital of nearly VND 438 billion, outstanding loans to members exceeding VND 348 billion, and deposits maintained at Co-opBank amounting to nearly VND 60 billion.
At the conference, Co-opBank announced Decision No. 388/QD-NHHT dated May 26, 2026 on the transfer of four PCFs currently supported and assisted by Co-opBank Ha Tay Branch to Co-opBank Phu Tho Branch. This represents an important step in ensuring that Co-opBank’s functions and responsibilities toward PCFs are aligned with the new administrative boundaries, while enhancing the effectiveness of support and supervision activities and strengthening connectivity across the entire system.
Prior to this, Co-opBank had successfully completed the transfer of 28 PCFs, including eight PCFs from Co-opBank Long An Branch to Co-opBank Vinh Long Branch, ten PCFs from Co-opBank Hai Duong Branch to Co-opBank Hai Phong Branch, and ten PCFs from Co-opBank Ha Tay Branch to Co-opBank Transaction Center Branch. The transfer process was carried out in a rigorous and well-coordinated manner, ensuring the safety and continuity of deposit, lending, payment, capital intermediation and banking service activities, as well as member care, inspection and supervision work, without affecting the operations of the transferred PCFs.

In his remarks at the conference, Mr. Nguyen Quoc Tung, Deputy Director of SBV Region 4, highly appreciated Co-opBank’s initiative to transfer responsibilities for supporting, assisting and performing functions and duties in relation to PCFs. He also acknowledged the efforts of Co-opBank Ha Tay Branch, Co-opBank Phu Tho Branch and the PCFs in effectively coordinating the implementation of assigned tasks.
Mr. Nguyen Quoc Tung requested Co-opBank Phu Tho Branch and Co-opBank Ha Tay Branch to continue coordinating closely in reviewing and completing all handover procedures, while promptly identifying and addressing difficulties and challenges faced by the transferred PCFs. In addition, the branches should strengthen communication and support activities to help PCFs gain access to and effectively utilize Co-opBank’s products and services, particularly digital banking products, payment services and syndicated lending products.
SBV Region 4 will continue to accompany and closely coordinate with Co-opBank in the management, supervision and support of the PCFs network, thereby contributing to ensuring its safe and efficient operation and sustainable development.

Speaking at the conference, Ms. Dang Mai Phuong – Member of the Board of Directors of Co-opBank, requested Co-opBank Ha Tay Branch and Co-opBank Phu Tho Branch to closely coordinate in completing all transfer procedures, ensuring that the handover of records, data and related matters is carried out in a comprehensive, coordinated and well-controlled manner without disrupting support activities for PCFs. At the same time, Co-opBank Phu Tho Branch should proactively review and assess the operational performance of the transferred PCFs, promptly identify difficulties and challenges, and coordinate with SBV Region 4 to develop appropriate support measures. The branch should also strengthen supervision and risk warning activities while accelerating the rollout of Co-opBank’s products, services and digital transformation programs to PCFs.
Regarding the PCFs, Ms. Dang Mai Phuong called on them to continue working closely with Co-opBank branches in the course of their operations; strengthen governance and risk control; actively adopt modern banking products and services; enhance system-wide connectivity; and proactively prepare the necessary conditions for the effective implementation of the Overall Restructuring Project for the PCFs network and Co-opBank in the coming period.
