On May 20, 2026, Co-opBank Binh Thuan branch, in coordination with Regional Branch 10 of the State Bank of Vietnam (SBV), organized a conference on the operations of People’s Credit Funds (PCFs) in Binh Thuan Province. The conference aimed to review operational performance over the recent period, while identifying key tasks to strengthen cooperation, enhance linkages and promote digital transformation across the network in the new stage.
Attending the conference, representatives from the SBV Regional Branch 10 included Mr. Phan Thanh En – Deputy Director, together with leaders of several relevant professional divisions and departments.
Representing Co-opBank were Mr. Nguyen Quoc Cuong – Chairman of the Board of Directors, Mr. Luong Tuan Dung – Head of the Supervisory Board, Mr. Nguyen Van Hieu – Chief Accountant, leaders of several units at the Head Office, and the Board of Management of Co-opBank Binh Thuan Branch.
The conference was also attended by Chairmen of the Board of Directors, Directors and Heads of Supervisory Boards of 27 PCFs under the management area of Co-opBank Binh Thuan Branch.

Speaking at the conference, Mr. Phan Thanh En – Deputy Director of SBV Regional Branch 10 emphasized that officials and Party members should continue studying and following President Ho Chi Minh’s moral example, while deeply integrating these values into management and operational activities. He stressed the need for a strong shift from a management-oriented mindset to a service-oriented mindset, taking people and businesses as the center for evaluating operational effectiveness, thereby serving both the private and state-owned economic sectors effectively.
Regarding the operations of the PCF system, Mr. Phan Thanh En requested the units to continue enhancing governance capacity and strictly complying with risk management principles, while gradually shifting from a “pre-inspection” approach to a “post-inspection” approach, focusing inspection and supervision activities on cases showing signs of violations. In the coming time, the SBV Regional Branch 10 will continue reviewing and adjusting its inspection plans toward greater application of technology and enhanced online reporting in order to reduce pressure and create more favorable conditions for the operations of PCFs.
In particular, Mr. Phan Thanh En oriented PCFs to accelerate the application of technology and actively participate in Co-opBank’s 24/7 electronic payment system in order to expand services and provide members with more convenient and faster services. In the near future, the SBV will organize an online thematic conference on digital transformation, capital mobilization and non-performing loan risk management for PCFs.

Speaking at the conference, Mr. Nguyen Quoc Cuong – Chairman of the Board of Directors of Co-opBank reviewed the more than 30-year journey of development and growth of the system. To date, the entire system comprises 1,174 member funds with total funding sources reaching nearly VND 200 trillion, total equity exceeding VND 15.4 trillion, while deposits of member funds at Co-opBank have reached more than VND 40 trillion.
The Chairman of the Board of Directors acknowledged the achievements of Binh Thuan Branch over recent years, particularly in strengthening linkages and member support activities. In the coming time, the Branch should continue reinforcing its role as the “bank of PCFs” through enhanced capital balancing capacity and close support in addressing difficulties faced by PCFs. Alongside expanding the coverage of digital banking products, the Branch must maintain effective coordination with Regional Branch 10 of the State Bank of Vietnam to improve the quality of supervision activities and ensure the sustainable development of the system.
In addition to the achievements attained, Mr. Nguyen Quoc Cuong also candidly pointed out the challenges that the PCF system will face in the coming period, especially the risk of slow adaptation to digital transformation trends. According to him, the implementation of biometric authentication through VNeID is creating an urgent requirement for PCFs, while many funds still conduct transactions manually. “If the digitalization process is not accelerated, PCFs will gradually lose younger customer segments,” Mr. Nguyen Quoc Cuong emphasized.
To enhance competitiveness and achieve sustainable development, Mr. Nguyen Quoc Cuong stated that PCFs need to proactively strengthen their financial capacity, invest in office infrastructure, modernize technological infrastructure and improve service quality. At the same time, member funds should maintain deposits at Co-opBank to ensure overall liquidity safety for the entire system.
Regarding brand development, Co-opBank has planned to provide financial support from the Safety Fund for the installation of unified signage across the nationwide PCF system, thereby contributing to greater consistency and synchronization in the system’s brand identity.

Within the framework of the conference, Chairman of the Board of Directors Nguyen Quoc Cuong presented the decision on the reappointment of Mr. Nguyen Huu Hien as Director of Co-opBank Binh Thuan Branch. With the responsibilities entrusted to him, Mr. Nguyen Huu Hien is expected to continue leading the Branch in successfully fulfilling its business objectives, while maintaining close attention to member care activities and providing effective support to member PCFs in the locality.
