On May 7, 2026, Co-operative Bank of Vietnam (Co-opBank) Ha Nam Branch, in coordination with the State Bank of Vietnam (SBV) Region 7, organized the 2026 Conference on People’s Credit Fund (PCF) operations within the area under the management of Co-opBank Ha Nam Branch.
Attending the Conference, representatives from SBV Region 7 included Mr. Ngo Lam Son – Deputy Director of SBV Region 7, together with leaders and officials from relevant departments.
Representing Co-opBank were Mr. Nguyen Quoc Cuong – Chairman of the Board of Directors of Co-opBank, along with representatives of the Board of Directors and Supervisory Board; leaders of several departments at the Head Office; and representatives of the leadership of Co-opBank Branches in Ninh Binh, Nam Dinh, Thanh Hoa, Quang Binh, and Ha Nam.
The Conference was also attended by Chairpersons of the Boards of Directors and Directors of PCFs operating within the area under the management of Co-opBank Ha Nam Branch.

At the Conference, delegates were presented with a report on the operational performance of the PCF system in the area. Accordingly, as of March 31, 2026, the area under the management of Co-opBank Ha Nam Branch had 12 PCFs with 14,008 members. Total assets reached VND 2,541 billion, mobilized capital totaled VND 2,271 billion, and outstanding loans to members amounted to approximately VND 2,040 billion. Notably, the non-performing loan (NPL) ratio remained at a very low level of only around 0.04%. Overall, the operations of the PCFs remained stable, while digital banking activities continued to be strengthened, with 100% of PCFs participating in Co-opBank’s Cf-eBank electronic payment services.
In addition, Co-opBank Ha Nam Branch has effectively fulfilled its role as a central institution for fund balancing, while supporting and assisting member PCFs in expanding credit activities to serve the production, business, and daily living needs of their members.
Speaking at the Conference, Mr. Ngo Lam Son – Deputy Director of the SBV Region 7 acknowledged and highly appreciated the operational results of the PCF system within the area managed by Co-opBank Ha Nam Branch, particularly its stable and safe operations, good credit quality, and low NPL ratio compared to the overall average. He also recognized the difficulties faced by the PCFs as well as Co-opBank’s supportive role in fund balancing and strengthening system connectivity, thereby making important contributions to maintaining the stability and safety of PCFs in the region.
However, Mr. Ngo Lam Son also emphasized that, amid ongoing economic fluctuations, the PCF system continues to face numerous difficulties and challenges. Therefore, PCFs need to strictly comply with legal regulations; improve governance and management capacity; strengthen risk control; and maintain a reasonable balance between capital mobilization and lending activities to ensure liquidity safety. At the same time, they should further promote digital transformation, improve the quality of products and services, and strengthen connectivity across the entire system – key factors for sustainable development in the coming period. In addition, PCFs were encouraged to proactively coordinate closely with Co-opBank in fund balancing activities, expand the implementation of syndicated lending products, and develop digital banking products and services, thereby enhancing operational efficiency and improving member service capacity.

Speaking at the Conference, Mr. Nguyen Quoc Cuong – Chairman of the Board of Directors of Co-opBank emphasized that the PCF system has consistently affirmed its role as an important capital supply channel in rural areas, contributing to supporting production and business activities as well as ensuring social welfare. In recent years, Co-opBank has synchronously implemented various solutions to strengthen and improve the operational efficiency of the PCF system, focusing on enhancing coordination with regional branches of SBV and local authorities, improving mechanisms and policies, developing products and services, strengthening fund balancing activities, and supporting digital transformation for PCFs.
Regarding the area under the management of Co-opBank Ha Nam Branch, Mr. Nguyen Quoc Cuong highly appreciated the Branch’s effective role in supporting and assisting member PCFs in maintaining stable and efficient operations. In the coming time, he requested Ha Nam Branch to continue promoting its role as a focal point, strengthen coordination with SBV Region 7, proactively monitor the operational situation of PCFs in order to provide timely support and address arising difficulties, while also accelerating syndicated lending activities and effectively deploying digital banking products and services.
For the PCFs, Co-opBank’s leadership emphasized the need to further improve internal regulations, accelerate technology application and digital transformation, standardize brand identity, and enhance the quality of staff in order to meet development requirements in the new stage.
Also at the Conference, Mr. Nguyen Quoc Cuong – Chairman of the Board of Directors of Co-opBank presented the appointment decision to Mr. Nguyen Huu Hoan – Deputy Director of Co-opBank Ha Nam Branch, assigning him as Acting Director of the Branch. Mr. Nguyen Huu Hoan was entrusted with the responsibility of ensuring the stable and smooth operation of Ha Nam Branch, effectively implementing fund balancing activities, supporting and assisting member PCFs, and carrying out digital transformation tasks. He will also directly monitor and support PCFs in enhancing governance capacity, strengthening risk control, and improving the quality of member services.
