On April 20, 2026, in Hanoi, the Head Office of the Co-operative Bank of Vietnam (Co-opBank) held the 2026 Employee Delegates Conference.
Attending and directing the Conference were Mr. Nguyen Quoc Cuong – Secretary of the Party Committee and Chairman of the Board of Directors of Co-opBank; Ms. Pham Thi Hong Minh – Deputy Secretary of the Party Committee, Member of the Board of Directors, and General Director of Co-opBank; Ms. Dang Mai Phuong – Member of the Board of Directors and Chairwoman of the Trade Union of Co-opBank; and Mr. To Hoai Thanh – Deputy General Director and Chairman of the Trade Union of the Head Office.
Also in attendance were members of the Board of Directors, members of the Board of Management, the Supervisory Board, heads of departments at the Head Office, the Secretary of the Youth Union of the Head Office, and delegates representing more than 300 employees and staff of the Head Office.

At the Conference, delegates were presented with the Report on operational results in 2025 and the directions and tasks for 2026. Accordingly, in 2025, closely following the directives of the Government and the Governor of the State Bank of Vietnam, the Head Office of Co-opBank, in its role as the driving force of the entire system, implemented synchronized solutions from the beginning of the year and successfully fulfilled its assigned tasks. Notably, it effectively performed its role in linking the system and reaffirmed its function as the bank for People’s Credit Funds. As a result, in 2025, Co-opBank achieved many positive outcomes, meeting and exceeding its assigned targets. Total funding sources reached 105.52% of the plan, total income reached 110.71% of the assigned plan, and the non-performing loan ratio was well controlled at a low level of 0.34%.
The report also emphasized that in 2025, the Head Office effectively advised on and implemented a number of key tasks, further affirming its central role in the governance and management of the entire system. In particular, it consistently ensured the full and timely implementation of policies and benefits for trade union members and employees, while continuously improving the quality and effectiveness of trade union activities across various areas. As the core grassroots trade union playing a leading role within the system, the Trade Union of the Head Office effectively fulfilled its functions and duties, supporting, caring for, and protecting the legitimate rights and interests of members and employees. At the same time, it paid close attention to improving both the material and spiritual well-being of staff, thereby fostering cohesion and solidarity among employees. The Executive Committee of the Head Office Trade Union proactively and closely coordinated with management to organize and maintain effective cultural, sports, and emulation activities, contributing to enhancing employees’ morale and building a positive, united, and humane working environment. These movements were closely linked to professional tasks, creating practical motivation for emulation and promptly encouraging collectives and individuals to strive for and successfully accomplish their assigned duties.
The Conference also heard reports on the implementation of the Collective Labor Agreement, the 2025 activities of the People’s Inspection Board, as well as presentations from trade union groups. In addition, a direct dialogue was held between the employer and employee representatives in accordance with regulations. Representatives of the management and the Executive Committee of the Head Office Trade Union provided satisfactory responses to employees’ recommendations and proposals. The Conference also elected the People’s Inspection Board for the 2026–2028 term.

Speaking at the Conference, Ms. Pham Thi Hong Minh – Deputy Secretary of the Party Committee, Member of the Board of Directors, and General Director of Co-opBank – stated that in 2025, the staff of the Head Office effectively upheld their central role, proactively providing advisory support and ensuring the safe operation of the system. Many employees demonstrated a high sense of responsibility and made strong efforts to accomplish key tasks outlined in the plan.
She also noted that in 2025, the Trade Union of the Head Office introduced innovative and practical activities aligned with the needs of employees, ensuring both material and spiritual well-being. The average income of staff has been continuously improved. The organization of the Employee Delegates Conference at the Head Office provides an opportunity for employees to contribute their opinions, engage in direct dialogue, and exercise their rights to participation and representation.
Ms. Pham Thi Hong Minh called on all staff, employees, and workers of the Head Office to remain highly focused, contribute their ideas and solutions, and work together to successfully fulfill the tasks for 2026, as well as address issues related to employees’ rights and interests.
Signing Ceremony of the Collective Labor Agreement
Delivering directive remarks at the Conference, Mr. Nguyen Quoc Cuong – Secretary of the Party Committee and Chairman of the Board of Directors of Co-opBank – acknowledged and highly appreciated the efforts of units at the Head Office over the past period. He called on the Head Office and its Trade Union to focus on effectively implementing three key orientations.
First, to foster a spirit of innovation across the entire system, requiring each staff member to proactively change their mindset, enhance the application of technology, and innovate working methods to meet the demands of the digital era. Second, both management and employees should promptly identify and address practical challenges together, strengthen their sense of responsibility, strictly comply with discipline and regulations, and actively contribute constructive ideas toward common goals. Third, to take practical care of employees’ well-being by ensuring full implementation of policies, benefits, salaries, and bonuses linked to work performance, while also paying greater attention to employees’ mental well-being, health, and work-life balance.
Mr. Nguyen Quoc Cuong particularly emphasized the need to improve the quality of human resources at the Head Office, noting that each staff member must continuously learn and develop to become highly specialized professionals capable of providing effective advisory and support to Co-opBank branches and PCFs. “A strong Head Office is the foundation for a strong system; therefore, each staff member must continue to uphold a high sense of responsibility, discipline, innovation, and creativity, contributing to the successful achievement of strategic objectives and to building Co-opBank into a sustainable and modern institution in the new era,” he affirmed.

On behalf of the Conference and all employees of the Head Office, Mr. To Hoai Thanh – Deputy General Director and Chairman of the Trade Union of Co-opBank Head Office acknowledged the directive opinions and affirmed that they would be translated into concrete actions in 2026 and the period ahead. These efforts will focus on enhancing the effectiveness of trade union activities, implementing meaningful and practical programs for employees, and creating motivation for staff and union members at the Head Office to strengthen their trust and engagement, build an increasingly strong collective, and successfully accomplish assigned tasks.
