On April 22, 2026, the Co-operative Bank of Vietnam (Co-opBank) held a Conference to announce and present Decisions on senior leadership appointments, following the successful conclusion of the 2025 Co-opBank Member’s General Assembly.

Attending the Conference to announce and present senior leadership appointment Decisions of Co-opBank were Mr. Nguyen Quoc Cuong – Member of the Standing Committee of the Party Committee of the State Bank of Vietnam (SBV), Secretary of the Party Committee and Chairman of the Board of Directors of Co-opBank; members of the Party Executive Committee; members of the Board of Directors, the Executive Board, and the Supervisory Board; as well as heads and deputy heads of departments at the Head Office and Directors of 32 Co-opBank branches nationwide.
At the Conference, Decision No. 696/QĐ-NHNN dated April 13, 2026 issued by the SBV on the re-appointment of the State capital representative at Co-opBank was officially announced.

In implementation of the Resolution of the 2025 Co-opBank Member’s General Assembly and the Resolution of the first Board of Directors meeting of Term IV (2026–2031), Co-opBank announced and presented the Decision to reappoint Ms. Pham Thi Hong Minh – Deputy Secretary of the Party Committee and Member of the Board of Directors of Co-opBank as General Director of Co-opBank. At the same time, the Bank announced and presented the Decision to appoint Mr. Nguyen Van Hieu – Director of Co-opBank Ninh Binh Branch as Chief Accountant of Co-opBank.

Delivering a directive speech at the Conference, Mr. Nguyen Quoc Cuong – Secretary of the Party Committee and Chairman of the Board of Directors of Co-opBank extended his congratulations to the leaders entrusted with important responsibilities by the Party Committee and leadership of the SBV, as well as the Board of Directors of Co-opBank.
Mr. Nguyen Quoc Cuong emphasized that the fundamental principle guiding Co-opBank’s operations in the coming period is that all decisions across the system must ensure transparency, safety, and strict compliance with risk management requirements. Mr. Nguyen Quoc Cuong requested that the leadership, particularly the Executive Board, closely follow practical developments to better understand the specific challenges faced by each unit, thereby moving beyond general statements to deliver concrete products, services, policies, mechanisms, and timely support solutions.
In order to affirm its role as a core institution and a solid pillar for the People’s Credit Fund (PCF) system, the Secretary of the Party Committee and Chairman of the Board of Directors of Co-opBank called for a transformation in governance mindset and technological capacity. Accordingly, the Bank will concentrate its resources on four strategic pillars: establishing a rigorous risk management system; modernizing technological infrastructure; accelerating the digital banking roadmap; and optimizing the product and service ecosystem to deliver practical value to PCFs and customers.
In addition, regarding the consolidation of the internal control and accounting systems, Mr. Nguyen Quoc Cuong assigned key responsibilities to the Supervisory Board and the newly appointed Chief Accountant to build a robust safeguard for State capital and Co-opBank’s assets. Accuracy, integrity, and forward-looking capabilities in control functions were identified as the foundation for sustainable growth.
“Although the road ahead remains challenging, the newly strengthened leadership team will form a resilient and united collective, working together to build Co-opBank into a bank that is not only financially strong but also deeply humane, continuing to serve as a reliable pillar for PCFs,” Mr. Nguyen Quoc Cuong expressed his strong confidence in the 2026–2031 period.

At the Conference, Ms. Pham Thi Hong Minh – Member of the Board of Directors and General Director of Co-opBank expressed her sincere appreciation to the leadership of the SBV, SBV’s departments and units, the Chairman of the Board of Directors of Co-opBank, and the entire Co-opBank system for their continued trust in assigning her the responsibility as General Director of Co-opBank. The General Director affirmed her commitment to closely coordinate with the Board of Directors, the Supervisory Board, and the Executive Board to further lead the Bank’s development on the foundation of achievements attained in recent years.
Reflecting on the previous term (2021–2026), Ms. Pham Thi Hong Minh noted that the leadership of Co-opBank had achieved many significant results. Throughout this period, the Bank not only recorded steady growth in scale, quality, and operational efficiency, but also successfully restructured its organizational model in parallel with a strong focus on training and human resource development. At the same time, substantial progress was made through continuous investment in information technology platforms and comprehensive standardization of core business processes. Notably, efforts to restructure funding sources delivered positive outcomes, ensuring safe and stable liquidity for the entire system.
Entering the new term (2026–2031), the leadership of Co-opBank recognizes greater responsibilities ahead, particularly in implementing the project on restructuring for the PCF system and Co-opBank. The leadership, especially the Executive Board, will continue to build on existing strengths, address limitations, and foster unity to ensure the Bank’s sustainable development.
