On the morning of April 10th , 2026, at its Head Office, the Co-operative Bank of Vietnam (Co-opBank) formally welcomed a delegation from DSE Credit Cooperative (under the Central Bank of the Philippines), led by Mr. Allan Had C. Razon, Chairman of the Board of Directors of DSE.

On the side of Co-opBank, participants at the working session included Ms. Vu Thanh Hang – Member of the Board of Directors; Ms. Nguyen Thi Thu Cuc – Deputy General Director; Mr. Do Gia Nhat – Member of the Supervisory Board; and representatives of several functional departments at the Head Office.
At the meeting, Ms. Vu Thanh Hang – Member of the Board of Directors of Co-opBank shared insights into Co-opBank’s operational model, mission and vision, as well as its achievements over more than 30 years of establishment and development. Ms. Vu Thanh Hang also highlighted the bank’s orientation toward expanding international cooperation to enhance governance capacity, optimize operational efficiency, and move toward sustainable development for the entire People’s Credit Funds (PCF) network.
Through a range of diverse and practical cooperation activities, Co-opBank continues to affirm its role as an effective bridge, enabling the PCF system to gradually access advanced knowledge, stay updated with emerging development trends, and learn from modern cooperative financial models in the region. These efforts contribute to enhancing competitiveness and promoting the safe, sound, and sustainable development of the PCF system in the context of deepening international integration.

On the side of the Philippine delegation, Mr. Orlando C. Negradas Jr. – Vice Chairman of the Board of Directors of DSE Credit Cooperative presented an overview of the organization’s operational model, customer base, and development orientation. The delegation also stated that the purpose of the visit was to learn and exchange experiences on international best practices in governance, financial management, and member engagement at effective cooperative institutions.
In addition, the delegation shared practical experiences in their operations, particularly solutions to enhance operational efficiency and increase value for members. They also expressed their interest in gaining deeper insights into the application of technology, business models, and member care practices currently implemented by Co-opBank.
Both sides engaged in open and active discussions, sharing valuable experiences in management and operations, especially in the provision of financial services to members and customers. On that basis, the parties further discussed and clarified several key issues, while also exploring potential areas for future cooperation.
The meeting concluded in a spirit of openness, cooperation, and mutual understanding, contributing to strengthening friendly relations and creating a solid foundation for continued exchanges, experience sharing, and the promotion of practical and effective cooperation in the future.

Continuing the working program, in the afternoon of the same day, the DSE Credit Cooperative delegation paid a working visit to Co-opBank Bac Ninh Branch, and conducted a field visit to Ho Hoai Thuong People’s Credit Fund in the area, thereby gaining a more practical understanding of the organizational model and operations of the PCF system in Vietnam.
