Elevating Policy Communication in the Banking Sector in the New Context

On April 2, the Banking Times organized a seminar titled “The Role of Policy Communication in the Banking Sector in the New Context,” in conjunction with the Contributors’ Conference and the Editorial Board Meeting. Attending the seminar was Mr. Pham Thanh Ha – Member of the Standing Committee of the Party Committee, Deputy Governor of the State Bank of Vietnam (SBV), and Chairman of the Editorial Board of the Banking Review – along with representatives of leadership from several departments, bureaus, and units under the SBV; the leadership of the Banking Times; members of the Editorial Board of the Banking Review; leaders of several commercial banks; economic experts; and contributors.

In his opening remarks at the seminar, SBV Deputy Governor Pham Thanh Ha noted that Party Central Committee resolutions over multiple terms have consistently emphasized the need to strongly innovate communication, ideological work, theoretical work, and journalism in the new context. In particular, policy communication must be conducted in a proactive, timely, accurate, and well-oriented manner, contributing to unified awareness and social consensus. The documents of the 14th National Party Congress also identify the development of a professional, humane, and modern press and media sector that masters technology, with a focus on fast, accurate, effective, and timely policy communication to help build social consensus and spread the aspiration for national development in the digital era.

To promptly convey the Party’s and the State’s guidelines and policies related to national monetary policy; as well as resolutions of the National Assembly and the Government on socio-economic development tasks and solutions, together with the SBV’s organization and implementation efforts to the public, communication plays a crucial role, in which policy communication serves as the top priority pillar. Given this importance, the Deputy Governor emphasized that journalism and communication in the banking sector are facing significant opportunities, but also numerous challenges. In particular, the rapid development of digital technology, social media, and new communication platforms requires the sector’s media to continuously innovate in both content and delivery methods, while enhancing the timeliness, accuracy, and orientation of information.

In recent years, the Banking Times, together with its contributors and Editorial Board, has made considerable efforts and important contributions to disseminating the Party’s and the State’s guidelines and policies, as well as those of the SBV, and has promptly reflected the activities of the sector.

The Deputy Governor noted that policy communication in the banking sector has seen many positive changes, with increasingly timely and accurate information, making an important contribution to guiding public opinion, stabilizing market sentiment, and strengthening the confidence of people and businesses in the banking system.

He also remarked that the seminar provides an opportunity for delegates, experts, scientists, contributors, and members of the Editorial Board to review and assess the results of coordination in information and communication work, while exchanging and discussing the role of the banking sector’s press in connecting research and policy-making with practical implementation. This, in turn, would help propose practical orientations and solutions to enhance the effectiveness of policy communication in the coming time.

The Deputy Governor requested that delegates, experts, scientists, contributors, and Editorial Board members focus their discussions on several key issues, including clarifying the role and position of policy communication in the banking sector in the new context, contributing to stabilizing market sentiment and strengthening the confidence of people and businesses in the banking system.

In addition, he called for an assessment of the current state of information and communication work of the Banking Times and its network of contributors, identifying limitations, challenges, and emerging issues in the context of digital communication.

At the same time, the Deputy Governor called for proposals on solutions to innovate communication content and formats; improve the quality of publications of the Banking Times; enhance the application of technology and promote digital transformation in the sector’s journalism and communication activities; as well as propose mechanisms and solutions to better leverage the role of contributors and the Editorial Board, and strengthen coordination between press agencies and regulatory units, credit institutions, research bodies, and training institutions.

The Deputy Governor expressed his expectation that, with the active, dedicated, and responsible participation of delegates, the seminar would generate insightful and practical contributions, thereby significantly improving the quality and effectiveness of policy communication in the banking sector, as well as enhancing the quality of the Banking Times’ publications in the time ahead.
