Network development stands as one of Co-operative Bank of Vietnam’s (Co-opBank) core strategic priorities, aimed at expanding its operational scale and geographic coverage, broadening access to banking services for members and enterprises, and reaffirming Co-opBank’s central role in linking and safeguarding the People’s Credit Funds (PCF) network.

The Bank of All PCFs
Since its establishment, Co-opBank has served as the key institution responsible for capital intermediation, the provision of banking services, and professional support to its member People’s Credit Funds (PCFs). It simultaneously functions as an effective instrument of the State Bank of Vietnam in managing and overseeing PCF operations.
As PCFs increasingly demand greater scale, diversified products and services, and the adoption of modern technologies, Co-opBank’s role extends beyond ensuring system safety. The Bank must also proactively strengthen its financial capacity, develop innovative products and services, advance its digital transformation agenda, and expand its network — all in order to support the system in a timely and effective manner.
Over three decades of establishment and development, Co-opBank has steadily expanded its operational scale, building a network of 32 branches and 71 transaction offices across 21 provinces and cities, and directly serving nearly 1,200 member PCFs. This strategic network expansion has enabled Co-opBank to strengthen connectivity, respond promptly to the evolving needs of PCFs, and address operational challenges as they arise
The Year 2025 – A Milestone in network expansion
The year 2025 marked an important milestone in the development journey of Co-opBank when SBV approved the establishment of six new Transaction Offices in Bac Giang, Ha Nam, Nam Dinh, Ha Tinh and An Giang. With a proactive and determined approach to implementation and strict compliance with legal regulations, within a short period of time Co-opBank officially inaugurated and put into operation five out of the six licensed Transaction Offices, including: Co-opBank – Bac Giang Branch – Transaction Office No.1; Co-opBank – Bac Giang Branch – Transaction Office No.2; Co-opBank – Nam Dinh Branch – Transaction Office No.3; Co-opBank – Ha Nam Branch – Transaction Office No.1; and Co-opBank – Ha Tinh Branch – Nghi Xuan Transaction Office.
The operation of these new transaction offices has strengthened Co-opBank’s network presence and reinforced its brand footprint across key regions. Equally important, it enhances the Bank’s capacity to fulfill its supporting role for local PCFs, while bringing essential banking services closer to residents, household businesses, cooperatives, and enterprises in rural, remote, and underserved areas where access to financial services remains limited.

Branch Network – The bridge between Co-opBank and the PCFs network
Alongside the expansion of its transaction office network, Co-opBank’s system of 32 branches continues to serve as the primary focal points for directly supporting PCFs across their respective localities. Through this branch network, Co-opBank effectively performs its capital regulation function, helping to ensure liquidity and sustain the stable operations of PCFs. Over the years, regulated capital channelled through Co-opBank branches has enabled PCFs to promptly meet the borrowing needs of their members — particularly during peak production and business seasons — while mitigating the risk of capital imbalances across individual funds.
Beyond capital regulation, Co-opBank branches also serve as the primary deployment points for modern banking products and services tailored to PCFs, including the CF-eBank electronic banking system, Co-opBank Mobile Banking, Co-opBank NAPAS chip cards, CFeBiz, Payment Hub, and a range of information technology solutions designed to align with the scale and operational characteristics of the PCFs network.

Monitoring, Supervision, and Operational Support – Ensuring Safe Operations
Beyond capital balancing and the provision of products and services, Co-opBank — through its network of branches and transaction offices — has actively supported PCFs across professional operations, governance, and risk control. Training, advisory, and professional development activities are conducted on a regular basis, contributing to the enhancement of technical expertise, management capacity, compliance awareness, and adherence to regulatory and safety standards across member PCFs.
