On the first working day of the Lunar New Year of the Fire Horse 2026, the Office of the Vietnam Association of People’s Credit Funds (VAPCF) had the honor of welcoming a distinguished delegation from the Co-operative Bank of Vietnam (Co-opBank). The delegation was led by Mr. Nguyen Quoc Cuong – Chairman of the VAPCF and Chairman of the Co-opBank Board of Directors – and Ms. Pham Thi Hong Minh, General Director of Co-opBank, accompanied by Co-opBank’s Deputy General Directors, members of the Board of Directors, Supervisory Board, and Trade Union Executive Committee, as well as representatives from various departments. The delegation visited the VAPCF Office to extend warm New Year greetings to its leadership and staff.
Speaking at the meeting, Ms. Pham Thi Hong Minh, General Director of Co-opBank, conveyed her warmest New Year wishes to all officials and staff of the VAPCF. She affirmed that, as the focal organization representing member People’s Credit Funds (PCFs), the VAPCF truly serves as the “common home” of the entire network — continuously raising its organizational standards, refining operational methods, and strengthening coordination mechanisms. Throughout 2025, the VAPCF and Co-opBank maintained close collaboration across a number of key areas, including contributing to the development and refinement of the legal framework; establishing model regulations; supporting the rollout of the new brand identity system; and advancing communication and training initiatives. Collectively, these efforts have contributed to enhancing the standing and reputation of both organizations across the system. Looking ahead to 2026 and beyond, Co-opBank reaffirms its commitment to sustaining a close and effective partnership with the VAPCF in the implementation of major programs and strategic plans, with the shared goal of making meaningful contributions to the sustainable development of the PCFs network.
On behalf of the VAPCF’s officers and staff, Mr. Nguyen Duc Dung – General Secretary of the Association – expressed sincere appreciation for the timely attention and encouragement extended by Co-opBank’s leadership at the very start of the new year. He emphasized that in 2025, through close coordination with Co-opBank and under the strong direction of the State Bank of Vietnam, the VAPCF effectively fulfilled its representative role across a range of key areas — including policy advocacy and regulatory feedback, the development of model internal regulations, training programs, member networking, and the system-wide rollout of the new brand identity. Many PCFs proactively updated their internal regulations, actively contributed feedback, and diligently implemented solutions in accordance with the agreed roadmap. These synchronized efforts across the entire network have laid an important foundation for effective and sustainable restructuring in the period ahead.
Looking ahead to 2026, the VAPCF will continue to refresh its policy advocacy approach, renew its training and advisory methods, and strengthen connectivity activities to build greater system-wide capacity. Mr. Nguyen Duc Dung also proposed that Co-opBank work in close coordination with the VAPCF to proactively and decisively support PCFs in their digital transformation journey – and to progressively develop a shared information technology infrastructure for the entire PCF network. Such a system would serve to standardize operational processes, enhance governance and management capacity, strengthen risk controls, ensure system-wide safety, and improve the quality of services delivered to members in the context of rapid digital economic development. In parallel with the VAPCF’s ongoing advocacy for the adoption of a unified brand identity across the PCF network, Co-opBank is also called upon to continue supporting PCFs in the synchronized implementation of the new logo and standardized signage nationwide, in full alignment with the established brand identity framework.
In his opening remarks at the meeting, Mr. Nguyen Quoc Cuong – Chairman of the VAPCF and Chairman of the Board of Directors of Co-opBank extended New Year greetings to all VAPCF officers and expressed appreciation for the dedication demonstrated by both Co-opBank and VAPCF personnel over the preceding period. He noted that 2026 carries particular significance, marking the 20th anniversary of the Association as well as a milestone in Co-opBank’s 30-year history of establishment and development. Reflecting on the many challenges and hardships overcome in reaching today’s achievements, he sought to inspire a deep sense of pride and responsibility across all generations of staff. Mr. Nguyen Quoc Cuong further emphasized that while the road ahead presents real challenges, it also brings with it new and meaningful opportunities. Supported by continuously strengthening infrastructure, a cohesive and committed workforce, the strategic guidance of the VAPCF’s Executive Committee, and the steadfast partnership of Co-opBank, the VAPCF is well-positioned to fulfill its role as an objective and impartial representative body – one dedicated to upholding and protecting the legitimate rights and interests of its members.
In particular, Chairman Nguyen Quoc Cuong expressed his desire for the VAPCF and Co-opBank to further strengthen their coordination across all areas of work – making it more comprehensive, substantive, and consistent. He called on the two organizations to function as a unified whole, aligned in both strategic direction and day-to-day implementation. In this framework, Co-opBank serves as the financial pillar, balancing and channeling resources across the system, while the VAPCF fulfills its role as the representative body – the collective voice and a solid foundation for policy advocacy, communications, and network connectivity – helping to reinforce trust and build consensus throughout the PCFs network. He further emphasized that priority areas such as digital transformation, training, and brand development must be translated into concrete, actionable plans. This includes actively encouraging PCFs to adopt the new logo and brand identity in a synchronized manner, thereby projecting a unified and professional image across the entire network.
United by a spirit of solidarity, responsibility, and strong resolve, the staff of Co-opBank and the VAPCF are confident in their ability to continue supporting and accompanying the PCFs network as it moves into 2026 – with proactivity, innovation, and the momentum needed for meaningful breakthroughs. Together, they are committed to laying a solid foundation for a new phase of development that is safer, more resilient, and more sustainable.
