Conference on the Implementation of directions and tasks for the PCFs network in 2026 in Phu Tho, Lao Cai, and Tuyen Quang provinces

On January 11, 2026, the State Bank of Vietnam (SBV) Region 4, in coordination with the Phu Tho Branch of the Co-operative Bank of Vietnam (Co-opBank), convened a conference to review the performance of the People’s Credit Funds (PCFs) network in 2025 and to outline directives and tasks for 2026 in Phu Tho, Lao Cai, and Tuyen Quang provinces, under the theme “Accompanying, Innovating, and Developing.”

Attending the conference on behalf of the SBV and relevant agencies were Ms. Truong Thu Hoa, Director of SBV Region 4; Mr. Hoang Viet Dung, Deputy Director of the Department for the Safety of Credit Institutions; Mr. Dang Duy Cuong, General Director of Vietnam Deposit Insurance; representatives of the Vietnam Association of People’s Credit Funds (VAPCF); along with chairpersons of the boards of directors and directors of 101 PCFs operating in the three provinces of Phu Tho, Lao Cai, and Tuyen Quang.

Representing Co-opBank were Mr. Nguyen Quoc Cuong, Chairman of the Board of Directors; members of the Board of Directors and the Board of Management; senior executives from several departments at the Head Office; and branch leadership representatives from Co-opBank’s Phu Tho, Vinh Phuc, Lao Cai, and Ha Tay branches.

The year 2025 recorded significant progress for the PCFs network in Region 4 amid robust growth in the local economy, particularly in Phu Tho province, which achieved a growth rate of 10.52%. Under the close guidance of SBV Region 4 and with support from Co-opBank, the PCFs in the region continued to fulfill their role as an effective capital channel, contributing to macroeconomic stability and the advancement of socio-economic development in rural areas. By the end of 2025, total capital mobilization of the PCFs in the region reached 18,879 billion VND, representing a year-on-year increase of 5.93%. Credit activities were maintained at stable levels, with total outstanding loans reaching 15,660 billion VND, an increase of 8.92%. Notably, risk management was implemented decisively and effectively, reducing the non-performing loan ratio to 0.55% of total outstanding loans, thereby affirming the safety and sustainability of the system.

Speaking at the conference, Mr. Hoang Viet Dung, Deputy Director of the Department for the Safety of Credit Institutions, emphasized the sustainable linkage between Co-opBank and the PCF network, and acknowledged Co-opBank’s pivotal role as the apex institution, particularly in the current period. He also directed PCFs to further enhance operational autonomy and accountability, based on strict adherence to legal regulations and the directives and guidance of the SBV, in order to effectively fulfill the objectives and mission of the PCFs network.

Speaking at the conference, Mr. Nguyen Quoc Cuong – Chairman of the Board of Directors of Co-opBank, commended the operational results achieved by the 101 PCFs in the area, acknowledged their strong sense of responsibility in conducting inspections of 13 PCFs in 2025 in accordance with the SBV’s plan, as well as the dynamism and innovation shown by the four Co-opBank branches in the area in strengthening system linkages and providing consultancy, support, capital balancing, and the development of digital banking services for the PCF network. Looking ahead to 2026, the Chairman of the Board of Directors emphasized that Co-opBank will continue to effectively perform its role as the apex institution in capital balancing, while focusing on advising and supporting PCFs in the robust deployment of modern banking services. In addition, Mr. Nguyen Quoc Cuong called on PCFs to pay greater attention to governance and management, inspection and supervision, actively apply information technology and digital technologies in their operations, and proactively prevent risks to ensure safe and efficient operations, while adopting a unified brand identity system to affirm their position and enhance credibility.

In concluding the conference, Ms. Truong Thu Hoa, Director of SBV Region 4, called upon SBV departments and bureaus, Co-opBank, Vietnam Deposit Insurance, and the VAPCF to continue strengthening coordination with the regional SBV, in accordance with Directive No. 06/CT-TTg dated March 12, 2019 of the Prime Minister on enhancing solutions to ensure operational safety and to consolidate the PCFs network, thereby effectively exercising state management oversight of PCFs in the region. This coordinated effort will contribute to the comprehensive development of the banking sector and provide meaningful support to local economic transformation and growth in 2026 and beyond.

Within the framework of the conference, SBV Region 4 and Co-opBank conducted the signing of the “Regulation on Coordination in the Exchange and Provision of Information.” This represents a strategic initiative aimed at strengthening network linkages, enhancing supervisory effectiveness, and reaffirming Co-opBank’s role as the apex institution for the PCFs network.

The conference on the implementation of tasks for the PCFs network in 2026 concluded successfully and received high commendation from leaders at all levels and participating delegates. With a vision of connectivity and knowledge transfer, combined with trust and the strength of collective commitment, institutional linkages will continue to drive the development of both Co-opBank and the PCFs network, enabling them to advance in unity and reach new milestones in this new era.
