On January 10, 2026, the State Bank of Vietnam (SBV) Region 6, in collaboration with the Co-operative Bank of Vietnam (Co-opBank) Hai Phong Branch, convened a conference to assess the performance of the People’s Credit Funds (PCFs) network in 2025 and to establish key priorities and strategic directions for 2026 across Hai Phong City and Quang Ninh province.
Attending the conference on behalf of SBV Region 6 and related agencies were Ms. Nguyen Thi Dung – Acting Director of SBV Region 6; Ms. Nguyen Thi Thanh Binh – Deputy Director of SBV Region 6; Mr. Luong Tran Chung – Director of the Northeast Regional Branch of Vietnam Deposit Insurance; along with Party Secretaries, Chairpersons of People’s Committees, and Heads of Commune/Ward Police units where PCFs are located. Also present were Chairpersons of the Boards of Directors and Directors of 99 PCFs operating in Hai Phong city and Quang Ninh province.
Representing Co-opBank were Mr. Nguyen Quoc Cuong – Chairman of the Board of Directors; Ms. Pham Thi Hong Minh – Board Member and General Director; members of the Board of Directors, the Board of Management, and the Supervisory Board; managers of several departments at Co-opBank Head Office; the Board of Management of Co-opBank Hai Phong branch; and representatives of Co-opBank Hai Duong branch.

At the conference, delegates reviewed the 2025 performance report of the PCFs network under the jurisdiction of SBV Region 6. Overall, the PCFs network continued to operate safely and sustainably, adhering closely to its mutual-assistance mission and fulfilling a vital role in providing capital for production, business activities, and social welfare development in rural areas.
As of December 31, 2025, total mobilized funds reached 21,096 billion VND; outstanding loans amounted to VND 13,738 billion; and deposits placed with Co-opBank totaled 6,920 billion VND. The income–expense surplus reached 166.23 billion VND, while the non-performing loan (NPL) ratio remained low at 0.28%, with no overdue loans recorded. Outstanding borrowings from Co-opBank stood at 78.473 billion VND, contributing to system-wide liquidity management and operational stability.
Throughout the year, Co-opBank continued to accelerate digital transformation and strengthen support for the PCFs network. Nationwide, 1,006 PCFs are now utilizing Co-opBank’s digital banking services. In Region 6 specifically, 96 of the 99 PCFs have integrated into the CF-eBank electronic banking system; the remaining three have completed training certification and are finalizing integration procedures. Services such as 24/7 instant transfers, bill payments, QR code payments, Mobile Banking, and point-of-sale (POS) systems have progressively enhanced service quality and member experience. Concurrently, Co-opBank has strengthened training programs, communications initiatives, and member engagement activities, coordinating with the Vietnam Association of People’s Credit Funds (VAPCF) to implement a unified brand identity, thereby enhancing the credibility, professional image, and systemic consistency of PCFs nationwide.
In her remarks, Ms. Nguyen Thi Dung, Acting Director of SBV Region 6, commended Co-opBank’s efforts in supporting PCFs to maintain stable operations, particularly its role in capital balancing and providing timely liquidity support.
She further called on Co-opBank to continue assisting PCFs in enhancing professional capacity, advancing digital transformation, and promoting the application of technology in governance and operations. For PCFs, she emphasized the need to improve credit quality and expand syndicated loan products in partnership with Co-opBank to better meet members’ capital needs and ensure the sustainable development of the cooperative credit institution model.
Speaking at the conference, Mr. Nguyen Quoc Cuong, Chairman of the Board of Directors of Co-opBank, emphasized that, as the central bank serving the PCFs network, Co-opBank clearly recognizes its responsibility to support, guide, and strengthen compliance and discipline across the network. In recent years, Co-opBank has collaborated closely with regional SBV branches on information sharing, supervisory oversight, and early risk detection; progressively enhanced operational mechanisms, policies, and procedures; strengthened its central role in capital intermediation; and accelerated digital transformation support for PCFs
While acknowledging these achievements, Mr. Nguyen Quoc Cuong also highlighted ongoing challenges within the PCFs network in terms of financial capacity, governance, and technology adoption. He therefore emphasized the need to strengthen collaboration between PCFs and Co-opBank, prioritize system-wide safety and stability, and called upon the SBV to continue enhancing regulatory guidance, supervisory oversight, capacity-building support, and timely intervention for underperforming PCFs. He further expressed his hope that local Party committees, government authorities, and relevant agencies would continue to provide support and create favorable conditions for the PCFs network to develop in a healthy and sustainable manner, consistent with its founding mission and contributing to local socio-economic stability and growth.

During the conference, Co-opBank announced the decision regarding the transfer of oversight responsibilities and support duties for PCFs between Co-opBank Hai Duong branch and Co-opBank Hai Phong branch. Accordingly, 10 PCFs previously under the management of Hai Duong Branch will be transferred to Hai Phong branch.
Concurrently, SBV Region 6 announced commendation decisions recognizing non-banking organizations that made significant contributions to the PCFs network in the region, as well as PCFs that demonstrated outstanding performance in 2025.
