Co-opBank Partners with the People’s Credit Fund Network in the “Digital Literacy for All” Movement

The “Digital Literacy for All” movement represents a transformative shift in awareness and capabilities, aimed at universalizing digital knowledge across all societal segments, advancing financial inclusion, and ensuring no individual is excluded from participation in the digital economy. As the primary banking institution serving People’s Credit Funds (PCFs), the Co-operative Bank of Vietnam (Co-opBank) approaches this movement not as a series of isolated training programs, but as a comprehensive strategic framework to integrate technology and knowledge throughout the cooperative banking system. Co-opBank and the PCF network have been advancing this initiative in a deliberate and systematic manner, maintaining a clear focus on long-term objectives and delivering tangible benefits to customers and PCF members.

Digital Knowledge Dissemination and Digital Capacity Development

Practical experience demonstrates that technological platforms, products, and digital banking services can only achieve their full potential when personnel possess adequate knowledge and proficiency. Recognizing this reality, Co-opBank has developed a long-term strategy to disseminate digital knowledge and enhance skills among Co-opBank staff and PCF personnel, positioning this initiative as a foundational pillar of the “Digital Literacy for All” movement throughout the cooperative banking system.

Co-opBank has proactively organized internal training programs and collaborative training initiatives with PCFs, employing a “hands-on, practical guidance” approach that is closely aligned with daily operational requirements. These programs encompass highly practical courses including digital transformation; artificial intelligence (AI) applications in banking; credit operations; anti-money laundering practices; internal control and internal audit frameworks; digital banking product and service ecosystems; digital marketing; information security; and risk management.

The training curricula are designed to reflect the actual operational contexts of Co-opBank and PCFs, with strategic emphasis on enhancing information security awareness, integrating technology into operational processes, strengthening digital transformation capabilities, and optimizing customer and PCF member experiences.

In particular, to facilitate the dissemination of financial knowledge to customers and PCF members, Co-opBank has deployed a dedicated financial education application for the PCFs network. The application is regularly updated with comprehensive and practical content, including information on Co-opBank’s products and services, communications regarding collaborative initiatives between Co-opBank and PCFs, and, notably, practical financial literacy modules designed specifically for PCF members.

Expand Digital Financial Services to Customers and PCF Members

Co-opBank affirms that all efforts under the “Digital Literacy for All” movement – from digital transformation and service deployment to network expansion – ultimately serve one fundamental objective: delivering modern, inclusive financial services to individuals, customers, and PCF members in an effective and coordinated manner.

In partnership with PCFs, Co-opBank has actively promoted the opening of payment accounts and pension accounts while strengthening linkages for social welfare payment disbursement. Concurrently, digital transformation events jointly organized by Co-opBank and PCFs have attracted significant participation from customers and PCF members, facilitating widespread adoption of digital financial services across local communities.

In collaboration with PCFs, Co-opBank has deployed and enhanced a comprehensive suite of critical operational systems, including CF-eBank electronic funds transfer, the Payment Hub, Mobile Banking, the CFeAM account identification service, the CFePCF remote service initiation system, chip card infrastructure, and electronic invoicing platforms. These digital products and services enable individuals in remote and underserved areas to conduct transactions and transfers securely and transparently on a 24/7 basis, thereby contributing to the prevention of illegal lending practices. Through these initiatives, Co-opBank has established a robust digital infrastructure that enables nearly 1,200 PCFs to operate with confidence while focusing on serving their customers and members.

Concurrently, Co-opBank and PCFs are actively preparing to implement the payment agent model in accordance with Circular No. 07/2024/TT-NHNN and Circular No. 44/2025/TT-NHNN issued by the State Bank of Vietnam. This model is anticipated to serve as a significant catalyst for strengthening network integration, enhancing the operational effectiveness of the PCF network, and, importantly, expanding access to formal banking services for customers and PCF members.

Through its committed implementation of the “Digital Literacy for All” movement, Co-opBank has been actively supporting a network of nearly 1,200 PCFs serving approximately two million members – individuals and households in rural, remote, and underserved areas with limited access to formal banking services. In this context, the “Digital Literacy for All” initiative, as implemented by Co-opBank and PCFs network, is intrinsically linked to knowledge dissemination and the creation of financial empowerment, enabling the entire PCFs network to develop cohesively and advance steadily on its digital transformation journey. This exemplifies Co-opBank’s leadership role in creating shared value and contributing to the development of an inclusive and prosperous community.

Positive outcomes from Co-opBank’s digital transformation efforts and the “Digital Literacy for All” movement

–  Digital services continued to expand, encompassing bill payments, 24/7 fund transfers, QR code payments, voice OTP services, and other innovations. Transaction volumes via digital channels recorded an average annual growth rate of approximately 50%.

– Digital channels accounted for nearly 90% of total transactions, reflecting a substantial shift in customer behavior toward cashless and online banking solutions.

– The number of payment accounts increased by more than 407% compared to the end of 2021, with 47% of these accounts acquired through PCF staff, members, and customer referrals.

– The customer base grew by more than 150% during this period, with over 40% comprising PCF staff and members who registered for Co-opBank Mobile Banking and gained immediate access to services including transfers, payments, savings deposits, loan repayments, and additional financial products.

– CASA (Current Account and Savings Account) balances in payment accounts tripled, representing an increase of over 300% compared to the pre-digital transformation period.
