On December 17, 2025, the Co-operative Bank of Vietnam (Co-opBank) successfully convened its 6th Trade Union Congress for the 2025–2030 term. This significant event marked an important milestone in the Trade Union’s organizational activities and reaffirmed Co-opBank’s pivotal role as the central institution for the People’s Credit Funds (PCFs), demonstrating its commitment to supporting and guiding PCFs through digital transformation in this new phase of development.

The Congress was honored to welcome distinguished guests including Mr. Pham Tien Dung, Member of the Standing Committee of the Party Committee and Deputy Governor of the State Bank of Vietnam (SBV); Ms. Nguyen Khanh Chi, Member of the Executive Committee of the Vietnam General Confederation of Labour and Standing Vice Chairwoman of the Vietnam Banking Trade Union; representatives from the leadership of the Vietnam Banks Association and the Vietnam Association of People’s Credit Funds; as well as representatives from the leadership of professional departments and trade unions of commercial banks.
Representing Co-opBank were Mr. Nguyen Quoc Cuong, Secretary of the Party Committee and Chairman of the Board of Directors; Ms. Pham Thi Hong Minh, Deputy Secretary of the Party Committee, Member of the Board of Directors, and General Director; members of the Party Executive Committee; members of the Board of Directors, the Executive Board, and the Supervisory Board; Chairpersons, Vice Chairpersons, and Members of the Executive Committee of the Co-opBank Trade Union for the 5th term; as well as Chairpersons of grassroots trade unions. The Congress convened 200 delegates representing more than 2,000 union members and employees throughout Co-opBank.

Solidarity – Innovation and Creativity in Fulfilling the Assigned Mission
Delivering the opening remarks at the Congress, Ms. Dang Mai Phuong – Member of the Board of Directors and Chairwoman of the Co-opBank Trade Union stated that during the 2023–2025 period, despite significant socio-economic fluctuations, under the close guidance of the Party Committee, the Co-opBank Leadership, and the higher-level Trade Union, together with the spirit of solidarity and responsibility of all union members, the Co-opBank Trade Union made great efforts to overcome numerous difficulties and achieved encouraging results.
The political report on Co-opBank Trade Union activities for the 2023–2025 period demonstrated that emulation movements aligned with political objectives created strong momentum for Co-opBank to focus on implementing effective solutions. These included mobilizing capital more efficiently, expanding relationships with credit institutions, flexibly applying interest rate policies and mobilization methods, and reaffirming its role as the central institution of the PCFs network.
As of November 30, 2025, Co-opBank demonstrated robust growth across key performance indicators: total operating capital increased by 9.13% compared to December 31, 2024; mobilized capital rose by 9.52%; outstanding loans grew by 21.18%; and the non-performing loan ratio remained impressively low at only 0.36%. In terms of digital infrastructure, 1,004 out of 1,178 PCFs participated in the CFeBank electronic banking system, establishing 1,104 transaction connection points nationwide and forming an extensive digital payment network. The bank’s digital services reached over 412,000 customers using Co-opBank Mobile Banking, with 241,000 Co-opBank Napas chip cards in circulation.
During the 2023–2025 period, the Trade Union consistently met and exceeded its assigned targets. Several indicators reflected particularly strong performance and impressive outcomes. The target for “Grassroots Trade Unions rated strong or higher each year” surpassed expectations, achieving 118% of the goal. Additionally, 100% of units successfully organized Employee Conferences, signed Collective Labor Agreements, and conducted workplace dialogues.
Welfare activities were implemented in a practical and effective manner. The Trade Union organized visits and presented Lunar New Year gifts to officers and union members facing difficult circumstances or experiencing illness. Support was provided to officers and union members in exceptional hardship or suffering from serious illnesses during Workers’ Month. Funding was allocated to grassroots Trade Unions to organize commemorative activities honoring relatives of Co-opBank officers, union members, and employees who are war veterans or have contributed to the revolution on War Invalids and Martyrs’ Day. Assistance was extended to officers and union members affected by Typhoon No. 3 (Yagi) and Typhoon No. 11 (Kalmaegi). Under the “Trade Union Tet Market” program, gifts were distributed to 404 officers and union members, while 2,138 officers and union members participated in the “Trade Union Meal” program. Additionally, the Trade Union organized summer retreats, periodic health examinations, and purchased healthcare insurance for officers.
Regarding social welfare and charitable activities, the Co-opBank Trade Union coordinated with professional units to implement numerous initiatives, including: distributing 400 gift packages to students in highland areas and ethnic minority communities; funding the construction of dormitory facilities for boarding students at two ethnic minority boarding schools; supporting the construction of five “gratitude houses” for impoverished households; financing the renovation of a local health station; providing funding to support housing construction for five disadvantaged families under the “Joining Hands to Eliminate 1,000 Temporary and Dilapidated Houses” program launched by the Prime Minister and the SBV Governor; awarding scholarships to 1,300 disadvantaged children with disabilities who demonstrated exceptional academic resilience under the “Lighting Up Hope for Children” program of the Vietnam Association for Supporting Disabled Children; and providing relief assistance to communities affected by Typhoon No. 3 (Yagi), Typhoon No. 10, and other natural disasters
The cultural and spiritual well-being of union members continued to be enriched through diverse activities organized by the Trade Union, fostering a strong spirit of solidarity throughout the entire system. During the 2023–2025 period, Co-opBank’s sports and cultural initiatives demonstrated significant impact, including the participation of a Co-opBank delegation comprising 98 athletes in the First Banking Sector Sports Festival in 2023, where the team secured several notable awards. Co-opBank also achieved strong results in competitions such as “Green Banking for a Green Life” organized by the Vietnam Banking Trade Union and the online “Occupational Safety and Health Knowledge” contest.
At the same time, the Trade Union intensified the application of information technology in management and the issuance of directive documents, enhancing operational efficiency and professionalism. Inspection, supervision, and financial management activities were implemented rigorously and transparently, contributing to strengthening the trust of union members.
In recognition of these efforts, during the 2023–2025 period, a total of 74 collectives and 352 individuals were awarded Medals of Commendation, Emulation Flags, Certificates of Merit, and Commendations by the Vietnam General Confederation of Labour, the Vietnam Banking Trade Union, and the Co-opBank Trade Union.

The Congress elected the 6th Executive Committee of the Co-opBank Trade Union for the 2025–2030 Term
A new term, new aspirations
As the country undergoes strong transformation, development, and integration, more than 2,000 Co-opBank union members actively engage in emulation movements under the spirit of “Excellent and Creative Labor.” The key objectives focus on building a strong Trade Union system, expanding membership, consolidating the organizational structure, training union officials, and innovating operational methods on digital platforms. Efforts are directed toward enhancing representative capacity and protecting workers’ legitimate rights and interests, while closely aligning Trade Union activities with Co-opBank’s political missions. Financial management is tightened, thrift practices are promoted, and information technology is applied to improve efficiency. The activities of the Inspection Committee are strengthened, and social welfare programs continue to be effectively implemented.
Based on the review of the previous term, the Congress unanimously agreed to implement nine key task groups for the upcoming period. Accordingly, the Co-opBank Trade Union will focus on strengthening political and legal communication; promoting emulation movements aligned with Co-opBank’s political missions and those of the banking sector; accelerating the application of information technology and proactively countering misinformation to build a solid awareness foundation; and continuing to uphold its representative role in protecting workers’ lawful rights and interests while effectively implementing grassroots democracy regulations.
In particular, the Trade Union will accelerate digital transformation, making it a criterion for emulation and a standard for evaluating Trade Union officials. This will contribute to promoting a modern corporate culture and building a professional working environment. All these efforts aim to realize the goal of building Co-opBank into a modern, multifunctional bank that accompanies and leads the PCF system toward sustainable development, making an important contribution to the development of the collective economy, cooperative economy, and inclusive finance in Vietnam.
Attending and delivering guidance remarks at the Congress, SBV Deputy Governor Pham Tien Dung, on behalf of the SBV Leadership, acknowledged and commended the outstanding operational results of the Co-opBank Trade Union during the 2020–2025 period. In particular, he highlighted the effective organization of emulation movements to successfully fulfill professional and political tasks, the care for employees’ livelihoods, and the implementation of numerous effective social welfare activities. “Your contributions have made an important contribution to the overall success of the banking sector and the stability of the PCF network”, the Deputy Governor affirmed.

Affirming that digital transformation is an inevitable and irreversible trend, SBV Deputy Governor Pham Tien Dung expressed his agreement with the two breakthrough tasks identified by the Co-opBank Trade Union for the new term: innovating operational methods, streamlining the organizational structure, and advancing digital transformation. He emphasized that this spirit of digital transformation will not only be reflected in Trade Union activities but will also spread to professional operations, creating strong momentum for Co-opBank’s development in the coming period.
In addition, the Deputy Governor expressed his expectation that the Trade Union would continue to play its core role in strengthening system-wide solidarity. Emulation movements should remain closely linked to and serve professional tasks. At the same time, the Trade Union should continue fulfilling Co-opBank’s noble mission of safeguarding the lawful rights and interests of employees and further improving their living standards.
“I believe that with the determination and unity of union members and employees, the Trade Union will work alongside professional units to drive Co-opBank’s development, successfully accomplish the set objectives, and bring new vitality and a new pace of growth to Co-opBank in the time ahead,” Deputy Governor Pham Tien Dung emphasized.
Delivering remarks at the Congress, Mr. Nguyen Quoc Cuong – Secretary of the Party Committee and Chairman of the Board of Directors of Co-opBank stated that during the 2020–2025 period, despite facing numerous challenges related to resource constraints, macroeconomic impacts, and natural disasters, under the close guidance of the SBV and with the spirit of solidarity among officers and union members, Co-opBank successfully fulfilled its assigned tasks, continuing to reaffirm its role as the central bank and key pillar for nearly 1,200 PCFs nationwide. Co-opBank effectively implemented restructuring and non-performing loan resolution during the 2021-2025 period; streamlined and specialized its operating model; gradually strengthened its financial capacity, with positive results in charter capital supplementation. Its legal status and role within the financial system have continued to be reinforced through Law No. 68/2025/QH15 and the master plan for restructuring the PCFs network and Co-opBank submitted by the SBV to the competent authorities for approval. At the same time, Co-opBank has accelerated digital transformation and developed a modern product and service ecosystem to serve PCFs and customers.
Mr. Nguyen Quoc Cuong acknowledged that the Co-opBank Trade Union has truly become a reliable bridge between the Party Committee, the leadership, and employees, contributing to maintaining internal solidarity and motivating union members to overcome difficulties and successfully fulfill their assigned tasks. These are significant achievements that affirm the Trade Union’s core role in accompanying Co-opBank’s development.

Building on these achievements, the Chairman of the Board of Directors of Co-opBank called on the Co-opBank Trade Union for the 2025 – 2030 term to continue promoting the valuable qualities of “Integrity – Capability – Wisdom,” make greater efforts, and resolutely fulfill the political tasks assigned by the SBV Governor. Mr. Nguyen Quoc Cuong emphasized several major priorities for the period ahead: continuing to closely follow the direction of the Leadership and higher-level Trade Unions; proactively advising on management and operational solutions to support units across the system in effectively implementing business and financial plans; strengthening activities to support and care for PCFs and contributing to the promotion of the cooperative economic sector; innovating operational methods and aligning Trade Union activities with Co-opBank’s Development Strategy; organizing practical emulation movements closely linked to professional tasks; coordinating training in professional skills, soft skills, and digital transformation to develop a high-quality succession workforce; intensifying communication and education for union members and employees on laws, labor discipline, and professional skills; proactively caring for material and spiritual well-being; and coordinating the proposal of appropriate policies to protect the legitimate rights and interests of employees.
With a spirit of democracy, responsibility, and solidarity, the Congress carried out personnel procedures in accordance with the Charter of the Vietnam Trade Union. Delegates elected the 6th Executive Committee of the Co-opBank Trade Union for the 2025–2030 term, comprising 11 reputable and capable members representing more than 2,000 union members across the system. The Congress also elected the delegation to attend the 8th Congress of the Vietnam Banking Trade Union.
The 6th Co-opBank Trade Union Congress was a congress of innovation, democracy, solidarity, and responsibility, aimed at the sustainable development of Co-opBank. All union members are determined to implement the Congress Resolution with the spirit of “Solidarity – Democracy – Discipline -Innovation – Development,” contributing to Co-opBank’s continued strong growth and enhanced standing across all areas of operation.
