Promote Digital Transformation Support for People’s Credit Funds in the locality

On December 5, 2025, the Co-operative Bank of Vietnam (Co-opBank) Dong Nai branch held the 2025 People’s Credit Fund (PCF) Operations conference and implemented the tasks for 2026.

Attending the conference on the side of the State Bank of Vietnam (SBV) region 2 and related units were Mr. Pham Quoc Bao – Deputy Director of SBV region 2; Mr. Do Phuoc Dung – Acting Vice Chairman of the Dong Nai Provincial Cooperative Alliance; Ms. Nguyen Thi Bich Lien – Acting Deputy Director of the Ho Chi Minh city branch of the Deposit Insurance of Vietnam (DIV); and the Chairpersons of the Boards of Directors and Directors of 38 PCFs in the locality.

On the side of Co-opBank, attendees included Ms. Nguyen Thi Thu Cuc – Deputy General Director; leaders of several departments from the Head Office; and the Management Board of the Co-opBank Dong Nai branch.

Mr. Pham Quoc Bao – Deputy Director of SBV Region 2 delivered guidance remarks at the Conference

Reporting at the Conference, the Co-opBank Dong Nai branch stated that despite the challenging economic conditions and the wide management scope spanning two provinces/cities, the operations of the People’s Credit Funds (PCFs) have remained stable and shown many positive developments. As of November 28, 2025, the total capital of the PCFs in the locality reached VND 5,289 billion; capital mobilization reached VND 3,865 billion; member loan outstanding amounted to VND 2,641 billion; and the non-performing loan ratio remained low at 1.51%. Deposits at Co-opBank reached VND 1,767 billion, clearly demonstrating the confidence and proactive financial linkage of the PCFs with the central bank of the networks.

In 2025, capital intermediation continued to be a highlight of the Co-opBank Dong Nai Branch. Capital intermediation activities played an important role in maintaining liquidity stability for the PCFs and for the system as a whole, while also strengthening system-wide linkages.

The year 2025 also marked strong progress in digital transformation among the PCFs in the locality. To date, 22 out of 44 PCFs have implemented digital banking services through Co-opBank’s CF-eBank system, achieving many notable results. The application of technology has helped the PCFs improve service quality, reduce cash transactions, and significantly enhance transparency and operational safety.

Co-opBank Dong Nai branch has strictly implemented inspection and supervision work in accordance with the directives of the SBV and Co-opBank. In 2025, the Co-opBank Dong Nai branch completed four inspections at PCFs; issued 35 recommendation documents; and sent three supervision reports to SBV Region 2. The PRMS remote supervision system continued to operate effectively, providing timely early warnings to help PCFs adjust safety indicators when necessary.

At the conference, the Management Board of the Safety Insurance Fund for the PCFs network (the Safety Fund) also reported on fee collection and support activities for PCFs. During the 2014–2025 period, the Safety Fund provided support loans to 37 PCFs nationwide to address liquidity and financial difficulties. In particular, the special loans granted in 2018 in Dong Nai have all been fully repaid, affirming the effectiveness of the support mechanism as well as the recovery efforts of each PCF.

Delivering guidance remarks, Mr. Pham Quoc Bao – Deputy Director of SBV Region 2 – praised the efforts and determination of the Co-opBank Dong Nai branch and the PCFs in the locality in maintaining safe operations and gradually implementing reforms in line with the SBV’s directions. “Digital transformation is an urgent requirement to enhance service delivery capacity and reduce operational risks; therefore, in the coming time, PCFs must continue to work closely with the Co-opBank Dong Nai branch to implement technological infrastructure, promote electronic payments, and reduce cash transactions,” emphasized Mr. Pham Quoc Bao, Deputy Director of SBV Region 2.

At the conference, Ms. Nguyen Thi Thu Cuc – Deputy General Director of Co-opBank – acknowledged the positive results achieved by the Co-opBank Dong Nai branch and the PCFs in 2025. Ms. Nguyen Thi Thu Cuc emphasized that the results presented in the report are an encouraging achievement for the PCFs in Dong Nai province and Ho Chi Minh city, reflecting the effort and dedication of each PCF as well as the close support of the Co-opBank Dong Nai branch. The Co-opBank leadership will continue to support the Co-opBank Dong Nai branch in standardizing operations, enhancing safety supervision, promoting digital transformation, and strengthening system linkages in line with the orientations of the SBV and Co-opBank.

Ms. Nguyen Thi Thu Cuc – Deputy General Director, on behalf of the Co-opBank leadership – expressed sincere appreciation for the guidance and support of SBV Region 2 for the Co-opBank Dong Nai branch and the PCFs in the locality, and reaffirmed that the Co-opBank Dong Nai branch will continue to work alongside SBV Region 2 and uphold its role as a bridge, providing comprehensive support to ensure that PCFs operate safely, effectively, and in alignment with the banking sector’s digital transformation strategy.

Coming to 2026, Co-opBank Dong Nai branch aims to further strengthen system linkages; enhance the effectiveness of capital coordination; accelerate the implementation of digital banking services; intensify inspection and supervision; and focus on coordination and training for PCF officers to meet the transformation requirements of the cooperative finance model in the new context. With the stable foundation established in 2025 and the close guidance of the SBV and Co-opBank, the PCFs network in the locality is expected to continue developing safely and sustainably, contributing positively to the socio-economic development of the region.
