On October 31, 2025, the delegation of the Co-operative Bank of Vietnam (Co-opBank), led by Mr. Nguyen Quoc Cuong – Chairman of the Board of Directors, visited and worked with the Vi Xuyen Town People’s Credit Fund (PCF) in Tuyen Quang province. The trip aimed to further strengthen network connectivity, gain a better understanding of actual operations, listen to existing challenges, and propose solutions to support the safe, efficient, and sustainable development of the PCF network.
Join the delegation were Ms. Nguyen Thanh Hanh – Member of the Board of Directors; Mr. To Hoai Thanh – Deputy General Director; Mr. Vu Ngoc Khuynh – Chief of the Supervisory Board; together with leaders of several departments at the Co-opBank Head Office.
At the working session, representatives of the Vi Xuyen PCF presented that the PCF was established and began operations in 1997. Its head office was previously located in Group 6 of Vi Xuyen Town (before the administrative merger), and is now situated in Hamlet 6, Vi Xuyen commune, Tuyen Quang province. To date, the PCF has achieved many encouraging results: total capital increased by 4.24% compared to the beginning of the year; outstanding loans rose by 9.52% compared to the beginning of the year, reaching 101.4% of the annual plan; and the bad debt ratio remained at just 0.57%, significantly lower than network average.
Vi Xuyen PCF has consistently focused on supporting its members in household economic development and production activities. Various preferential credit programs have been flexibly implemented to suit the needs and characteristics of different member groups, enabling hundreds of borrowing households to expand livestock farming, crop cultivation, service businesses, and small-scale industries. The PCF also provides financial guidance and consultations to help members manage finances and use capital effectively, contributing to improved income and better living standards. The close cooperation between PCF and members built trust, strengthened cooperative ties, and clearly demonstrated the mutual support and development inherent in the cooperative credit model.

Speaking at the working session, Mr. Nguyen Quoc Cuong – Chairman of the Board of Directors of Co-opBank highly appreciated the operational performance of the Vi Xuyen PCF in recent years.
Mr. Nguyen Quoc Cuong emphasized: “The Vi Xuyen PCF is one of the well-performing units within the PCF network. Despite operating in a mountainous area with many difficulties, the PCF has maintained stable growth, effectively controlled non-performing loans, and served an increasing number of members and local residents, thereby contributing to the socio-economic development of the locality. These are commendable achievements, demonstrating governance capacity, solidarity, and sense of responsibility of the entire staff. Co-opBank will continue to support Vi Xuyen PCF in order to ensure sustainable, effective, and safe development.”

On behalf of the Vi Xuyen PCF, Mr. Le Hai Phu – Member of the Supervisory Board of Co-opBank and Chairman of the Board of Directors of Vi Xuyen PCF, expressed his sincere gratitude to Mr. Nguyen Quoc Cuong and the Co-opBank delegation.
“In recent years, with the support of Co-opBank, Vi Xuyen PCF has continuously developed effectively. The financial, technical, and operational assistance, especially in digital transformation has helped the PCF gradually modernize its operations and better serve the needs of members and local residents. Previously, our digital transformation efforts faced many challenges due to limitations in technology infrastructure, human resources, and investment costs. Accounting, credit, and reporting operations were manual executed, thus, data management and transaction processing were timely consume and less accurate. With support from Co-opBank to implement digital banking solutions such as CF-eBank, Co-opBank Mobile Banking, Co-opBank Napas chip cards, and electronic payment connectivity, the PCF’s operations have seen significant improvements. Transactions are now processed quickly and transparently; members can look up information, transfer funds, and make payments 24/7; and accounting and credit data are updated and stored safely via Co-opBank’s system.
Mr. Le Hai Phu asked for the continue support from Co-opBank in professional training and the application of digital technology in management and transaction operations. He also proposed that Co-opBank provide financial support for replacing signboard under the unified brand identity system for PCFs nationwide. A consistent brand identity would not only enhance the reputation and credibility of the PCF among customers and members but also strengthen recognition and trust within the network. Thus, customers and members gain easier access to diverse capital sources for production and business activities, support local economic development, and contribute to reducing black credit activity in the area.”

The working session of Mr. Nguyen Quoc Cuong, Chairman of the Board of Directors of Co-opBank, and the delegation not only demonstrated Co-opBank’s commitment to supporting the operations of PCFs but also reaffirmed the determination to accompany and promote the development of PCFs network. At the same time, the request of Vi Xuyen PCF will be reviewed by the relevant departments at Co-opBank’s Head Office to come up with solutions and support in the earliest time.
With Co-opBank’s continued and active support, Vi Xuyen PCF is expected to further strengthen its operations and become a model of a safe, efficient, and community-oriented PCF in the northern mountainous region.
