On October 29, in Thanh Hoa, the Vietnam Association of People’s Credit Funds (VAPCF) held a working session with the Cooperative Credit Institutions Club of Thanh Hoa province to discuss, provide guidance, and coordinate the implementation of key tasks in the coming period. The meeting took place in an open and united atmosphere, reflecting the close relationship between the VAPCF and its member at the local level.
Overview of the working session
Attend the working session from VAPCF were Mr. Nguyen Duc Dung, General Secretary; Ms. Nguyen Thi Kim Thanh, Deputy General Secretary; along with managers of departments and units. On behalf of the Cooperative Credit Institutions Club of Thanh Hoa province were Mr. Trinh Huy Thanh, Director of the Co-operative Bank of Vietnam (Co-opBank) Thanh Hoa branch as Head of the Club; Ms. Tran Thi Ngoc, Chairwoman of the Board of Directors of Long Van PCF as Deputy Head of the Club; together with other club members representing more than 65 PCFs across the province.
The Thanh Hoa Cooperative Credit Institutions Club was approved for establishment by the VAPCF under Decision No. 14/QD-HHQTD dated June 26, 2024. On August 29, 2024, the VAPCF issued the Club’s Organizational and Operational Regulations and approved the Executive Committee for the first term (2024–2027), comprising 11 members.
Stated by Mr. Trinh Huy Thanh, the establishment of the Club not only stems from practical needs arising from the operations of the PCFs but also reflects the legitimate aspiration of member units to create a platform for connection, exchange, and mutual support. The Club connects the PCFs and the VAPCF, SBV Region 7, and other regulatory agencies, thereby contribute to enhance the overall performance of the network.

Since its establishment, the Club has organized many programs with high practical value. Notably, it has consolidated feedback for the development of legal documents related to the operations of PCFs; coordinated with the State Bank’s region 7 Branch to organize thematic conferences; and conducted networking activities, professional discussions, and experience-sharing on fund management and internal control.
In particular, the Club has developed a development strategy for PCFs for the 2025–2030 period, with a vision toward 2045, focusing on the pillars of “connection – learning – sustainability” to enhance competitiveness and meet the development demands of the cooperative economy in the new context.
Additionally, the Club regularly visit to encourage, and support its members, and to foster solidarity and build a cohesive environment across the entire network.
Speaking at the session, Ms. Nguyen Thi Kim Thanh, Deputy general secretary of the VAPCF acknowledged the Club’s proactive efforts and positive contributions. She emphasized that the Club serves as a vital channel for the VAPCF to promptly grasp and address issues arising in daily operations of PCFs, providing timely support and guidance.

One of the key issues discussed at the working session was the administrative boundary mergers between PCFs, which have a direct impact on the operations of many PCFs in the area. The VAPCF’s representative affirmed that mergers are part of a major government policy, the implementation process must ensure voluntariness and strong consensus, avoiding disruption or reduced operational capacity of the PCFs.
In his conclusion, Mr. Nguyen Duc Dung, Secretary General of the VAPCF expressed appreciation for the proactive and creative efforts of the Cooperative Credit Institutions Club of Thanh Hoa province supporting its member. He emphasized that the VAPCF considers the Club as an “extended arm” at the local level, helping to promote the spirit of cooperation, solidarity, and mutual support in overcoming challenges together.
