The Co-opBank’s 9th Board of Directors meeting, tenure III: Enhance the Co-opBank’s role for PCFs towards safe and sustainable development

On October 30, 2025, in Tuyen Quang province, the Board of Directors of the Co-operative Bank of Vietnam (Co-opBank), Tenure III, held its 9th Board of Directors Meeting to review and decide on matter under its authority, under the chairmanship of Mr. Nguyen Quoc Cuong – Secretary of the Party Committee and Chairman of the Board of Directors.

 Attending the meeting were Ms. Pham Thi Hong Minh – Deputy Secretary of the Party Committee, Member of the Board of Directors, General Director; members of the Board of Directors and the Board of Management; the Supervisory Board; the Management Board of the Safety Fund for the PCFs network (Safety Funds); leaders of departments at the Head Office; and Directors of selective Co-opBank branches.

Mr. Nguyen Quoc Cuong – Secretary of the Party Committee and Chairman of the Board of Directors of Co-opBank delivered the opening speech at the meeting.

In his opening remarks, Mr. Nguyen Quoc Cuong – Secretary of the Party Committee and Chairman of the Board of Directors of Co-opBank emphasized: “The 9th Board of Directors Meeting holds special significance to comprehensively evaluate Co-opBank’s performance during the first nine months of 2025, while identifying key solutions to accomplish the tasks for the whole year, thereby contributing to the effective implementation of the Restructuring Plan in association with the handling of non-performing loans for the 2021–2025 period.”

The Chairman of the Board of Directors of Co-opBank acknowledged the efforts, unity, and proactive spirit in overcoming difficulties across the entire network, affirming that Co-opBank has been effectively fulfilling its role as “the bank of PCFs” – a reliable and safe support for more than one thousand member PCFs nationwide.

At the meeting, the Board of Directors and delegates listened to and discussed key reports, including: the report on Co-opBank’s performance in the first nine months of 2025 and the directions and tasks for the remaining months of the year; the report on PCF operations and the directions and tasks for the remaining months of 2025; the report on the nine-month performance of the Deposit Insurance Fund for the PCFs network; and the report on the activities of the Board of Directors.

As of September 30, 2025, Co-opBank’s performance had many outstanding results: total mobilized funds reached 72,594 billion VND, an increase of 17.64% compared to December 31, 2024; total outstanding loans reached 40,616 billion VND, increased by 11.23%; and the bad debt rate at only 0.35%, significantly lower than the target level (<2%). These figures demonstrate that Co-opBank continues to maintain positive growth momentum, operating safely and effectively amid ongoing economic fluctuations. In addition, Co-opBank has flexibly regulated capital flows, focusing on maximizing support for the PCF system by continuously reducing lending rates, providing timely liquidity assistance, support on training, digital transformation, and brand recognition for the PCFs.

Notably, the Board of Directors issued Plan No. 04/KH-NHHT (dated May 30, 2025) to implement solutions supporting the safe and sustainable development of PCFs; promulgated the Regulation on Management and Use of the Preservation Fund, the Regulation on Lending to PCFs to Overcome Liquidity Difficulties, and the Regulation on Payment Agency – creating a solid legal framework for the network. The Board has also continued to direct the strong implementation of the Co-opBank Restructuring Plan in association with handling bad debts for the 2021–2025 period, which focused on restructuring the operational model, enhancing management capacity, governance, and risk control.

In 2025, Co-opBank was approved by the SBV to establish six new transaction offices in Bac Giang, Ha Nam, Nam Dinh, Ha Tinh, and An Giang, bringing the total number of operation units to 32 branches and 72 transaction offices. At the same time, Co-opBank has been actively implementing a program to install new signboard, develop a unified and professional brand identity set, thereby to enhance the image and reputation of the PCFs network nationwide.

Ms. Pham Thi Hong Minh – Deputy Secretary of the Party Committee, Member of the Board of Directors and General Director of Co-opBank delivered a speech at the meeting.

In her remarks at the meeting, Ms. Pham Thi Hong Minh – Deputy Secretary of the Party Committee, Member of the Board of Directors, and General Director of Co-opBank – emphasized: “During the first nine months of 2025, the Board of Management has taken a proactive and flexible approach in capital regulation, interest rate management, credit, and liquidity operations; promptly implementing solutions to address difficulties faced by the PCF network. Thanks to the close coordination and cooperation between the Board of Directors and the Board of Management, Co-opBank has ensured safe and efficient operations, with all business targets achieved or exceeded.”

According to Ms. Pham Thi Hong Minh, in the fourth quarter of 2025 and throughout 2026, the Board of Management will continue to operate proactively in the direction of safety – flexibility – sustainability, further strengthening support for PCFs’ development and expanding financial services to rural, remote, and mountainous areas, thereby contributing to the realization of the collective economic development goals set forth by the Party and the Government

At the meeting, members of the Board of Directors, the Supervisory Board, and representatives of PCFs presented brief reports on the operational situation of PCFs in their respective aspect, shared difficulties and challenges, and made recommendations to the SBV and Co-opBank for the coming period in order to enhance connectivity and ensure the safety of the PCFs network.

The Co-opBank’s Board of Directors Term III, unanimously approved the Resolution of the 9th Board of Directors Meeting, which included a number of important contents.

In his concluding remarks at the meeting, Mr. Nguyen Quoc Cuong – Secretary of the Party Committee and Chairman of the BOD of Co-opBank highly appreciated the professional, responsible, and effective working spirit of the members of the Board of Directors, the Board of Management, and all delegates in attendance.

The Chairman of the Board emphasized that since the beginning of tenure III, Co-opBank has achieved many outstanding results. Key indicators such as total assets, deposits, loans, and profits have all recorded steady growth year after year, while the bad debt ratio has remained at low level. The Co-opBank digital transformation efforts have been implemented vigorously, particularly marking an important milestone in 2025 when the Law on Management and Investment of state capital in enterprises (Law No. 68/2025/QH15) was approed by the National Assembly, which includes specific provisions relating to Co-opBank. This represents a major turning point, establishing Co-opBank’s legal status as a credit institution with controlling state capital, thereby providing a legal foundation for continued state investment and charter capital support in the coming period.

“The Board of Directors will continue to accompany the Board of Management, branches, and member PCFs, leveraging the collective strength of the system and spreading the spirit of cooperation and innovation toward the common goal: for Co-opBank to develop safely, effectively, and sustainably — truly becoming the bank of the PCFs, contributing to micro-financial stability, rural economic development, and social welfare,” Mr. Nguyen Quoc Cuong affirmed.
