On November 1, 2025, in Buon Ma Thuot Ward, Dak Lak Province, the State Bank of Vietnam (SBV) Region 11 and the Co-operative Bank of Vietnam (Co-opBank) organized a conference to review the performance of the People’s Credit Funds (PCFs) in the first nine months of the year and to outline directions and tasks for the remaining three months of 2025.

On the side of the Co-opBank, the event was attended by Mr. Nguyen Thac Tam – Deputy general director; leaders of several departments at the Head Office; Directors of Co-opBank branches in Dak Lak, Gia Lai, and Binh Dinh; along with representatives from 49 PCFs in Gia Lai and Dak Lak provinces.
Positive Results
As reported, in the first nine months of 2025, the PCFs network under the SBV Region 11 continued to maintain stability and develop safely. The total operating capital reached 7,034 billion VND, an increase of 8.37% compared to the end of 2024; mobilized funds amounted to 6,311 billion VND, accounting for nearly 90% of total capital; outstanding loans reached 5,206 billion VND, with a bad debt ratio of only 0.30%, lower than the system-wide average.
PCFs in the region have affirmed their role as an important channel for providing capital to the agricultural and rural sectors, contributing to supporting production, business activities, and improving members’ livelihoods.
Management, administration, and internal control activities have been further strengthened; training and capacity-building for staff have been prioritized; and the application of information technology and digital transformation has been implemented synchronously.
In addition, SBV region 11 has intensified inspection and supervision efforts, issued numerous directives, promptly rectified and recommended that PCFs address shortcomings, ensure compliance with regulations, and enhance risk management capacity.
Co-opBank affirms core role in connecting the PCFs network
At the conference, SBV’s branch region 11 and Co-opBank held a signing ceremony for the Regulation on Coordination, Information Provision, and Exchange regarding the operations of PCFs in Gia Lai and Dak Lak provinces.

The signing of the Coordination Regulation marks an important step in establishing a mechanism for connection, data sharing, and early warning, thereby laying the foundation for more effective, coherent, and synchronized management, supervision, and technical support for the PCF network in the region.
Speaking at the conference, Mr. Nguyen Thac Tam – Co-opBank’s Deputy general director, emphasized: “Co-opBank has defined its role as the bank for the PCFs, serving as the financial linkage and technical support hub for the entire network. The signing of this Coordination Regulation between SBV Region 11 and Co-opBank is an important step that contributes to enhancing supervisory efficiency, ensuring operational safety, and strengthening the connection and information sharing among parties in managing the PCFs network.”

In recent years, Co-opBank has implemented programs to support PCFs in the Central Highlands region. These include flexible capital regulation, liquidity and interest rate support; business consulting, staff training, and capacity building in management; digital transformation and the development of modern banking products such as E-Banking, POS, and electronic payment services; as well as standardizing operational models through internal governance regulations, template policies, and operational guidelines.
In addition, Co-opBank has cooperated with the Vietnam Association of People’s Credit Funds (VAPCF) to develop standardized model regulations, internal governance frameworks, and operational guidelines for the network, contribute to strengthening safety and promote sustainable development across the network.

Mr. Nguyen Kim Cuong emphasized: “The signing of the Coordination Regulation between SBV Region 11 and Co-opBank serves as an important legal foundation to enhance information exchange, provide early risk warnings, coordinate capital regulation and technical support, thereby improving management and supervision efficiency and ensuring that the PCFs network in the Central Highlands develops in accordance with its principles – safely and sustainably.”
The signing ceremony marked a milestone in the cooperative relationship between SBV Region 11 and Co-opBank, demonstrating the shared commitment of the entire network to strengthening operational foundations and promoting the safe, transparent, and efficient development of PCFs in the Central Highlands, thereby contributing to the achievement of local socio-eco development goals.
