On October 17, 2025, in Son La, the State Bank of Vietnam (SBV) Region 3 and the Co-operative Bank of Vietnam (Co-opBank) held a signing ceremony for the Regulation on Coordination Provision and Exchange of Information between SBV region 3 and Co-opBank. The ceremony was witnessed by Mr. Pham Thanh Ha, Deputy governor of the SBV.
Attending and witnessing the signing ceremony were representatives of leaders from SBV departments and agencies; the managers of SBV Region 3; leaders of Co-opBank; heads of several departments from Co-opBank’s head office; directors of Co-opBank branches in Yen Bai and Ha Tay, as well as representatives from selective People’s credit funds (PCFs) in the region.

Strengthen coordination to enhance the management and support effectiveness of the PCF network
The coordination regulation between SBV region 3 and Co-opBank is built on the principles of companionship, timeliness, and efficiency. It aims to concretize the SBV’s policy on improving the effectiveness of management and supervision over the PCF network, while promoting Co-opBank’s role in providing financial, technical, and training support.
The areas of coordination include: share information, assess operational performance, identify and alert potential risks, and propose management and solutions for weak PCFs; coordinate in conducting inspections of PCFs as assigned by the SBV; jointly implement restructuration and consolidation programs for PCFs under the SBV’s directives; enhance training programs to improve governance, management, and internal control capacity for PCF staff; develop new financial products and services, and promote the application of technology in PCF operations; and strengthen Co-opBank’s role as a hub in providing payment, credit, and technical support services to PCFs. The signing of this coordination regulation marks a concrete step in implementing the SBV’s policy on reorganizing and strengthening the capacity of the PCF network toward safety, sustainability, and autonomy. It also reaffirms Co-opBank’s pivotal and central role in supporting and developing the PCFs network.
Affirm the commitment to accompany and foster the sustainable development of the PCF network
The Coordination regulation between the SBV region 3 and Co-opBank is not merely an administrative framework but a long-term commitment to accompany each other towards the sustainable, safe, and efficient development of the PCFs network. Accordingly, Co-opBank will continue to promote its role as the central link, providing modern banking services and supporting PCFs in terms of capital, payment, technology, and staff training. At the same time, the Bank will actively coordinate with the regional SBV offices and local authorities in supervision, risk alert, and resolve emerging issues.
The signing ceremony of the Coordination regulation between the SBV Region 3 and Co-opBank marks not only an important milestone in supporting PCFs network support but also reflects the strong connection between the regulatory authority and the system’s central institution. This partnership aims at a shared goal: building a safe, transparent, and sustainably developing PCFs network that contributes supporting positively to the socio-economic development of local communities.
