On September 16, 2025, in Hanoi, the Politburo and the Secretariat held a National Conference to thoroughly grasp and implement Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation; Resolution No. 70-NQ/TW of the Politburo on ensuring national energy security to 2030 with a vision to 2045; Resolution No. 71-NQ/TW of the Politburo on breakthrough development of education and training; Resolution No. 72-NQ/TW of the Politburo on several breakthrough solutions to strengthen the protection, care, and improvement of people’s health.

The Conference was organized in the form of an in-person session at Dien Hong Hall, National Assembly House, combined with online connections to locations across the country with more than 1.2 million delegates attending nationwide. The Conference was broadcast live on channels of Vietnam Television and the Voice of Vietnam. The Party Committee of the Co-opBank attended the Conference online at the Co-opBank’s Head Office.

Also attending the Conference were Politburo Member – President Luong Cuong; Politburo Member – Prime Minister Pham Minh Chinh; Politburo Member – National Assembly Chairman Tran Thanh Man; Politburo Member – Standing Member of the Secretariat Tran Cam Tu; along with Politburo Members, Party Central Committee Secretaries, former Politburo Members, former Party Central Committee Secretaries; leaders of party commissions, ministries, sectors, localities, agencies, and units… Mrs. Nguyen Thi Hong – Member of the Party Central Committee, SBV Governor attended the Conference at the Dien Hong Meeting Hall.

Present at the Conference at the headquarters of the SBV, 49 Ly Thai To Street, Hanoi, were members of the SBV Party Committee’s Standing Board, the SBV Board of Management; leaders, party committee members, and all officials and party members of the party organizations of the SBV’s state management units, as well as leaders of mass organizations. In addition, the Conference was also held at online venues of the grassroots Party Committees and Party Cells under the SBV Party Committee.

Attending the online Conference at the Co-opBank Headquarters were Mrs. Pham Thi Hong Minh – Deputy Secretary of the Party Committee, Member of the Board of Directors, General Director of Co-opBank; members of the Board of Directors, the Executive Board, and the Supervisory Board; the Secretary and Deputy Secretary of the Youth Union; together with all Party members under the Co-opBank Party Committee.

At the Conference, four Resolutions were thoroughly communicated and implemented: Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation; Resolution No. 70-NQ/TW of the Politburo on ensuring national energy security to 2030 with a vision to 2045; Resolution No. 71-NQ/TW of the Politburo on breakthroughs in the development of education and training; and Resolution No. 72-NQ/TW of the Politburo on key solutions to strengthen the protection, care, and improvement of the people’s health.
In his directive speech at the Conference, General Secretary To Lam emphasized the special importance of the event and affirmed that these Resolutions are a strong continuation and supplement to the strategic “Four-Resolution set,” creating a unified whole and a breakthrough spearhead to realize the two centennial goals of building a strong, prosperous, enduring, and sustainable Vietnam.
General Secretary To Lam requested: “In order to ensure unified leadership, coordinated implementation, and effective reach to the grassroots level, it is necessary to establish a Central Steering Committee for each resolution or a Central Steering Committee for the implementation of the Politburo’s resolutions (this should be further considered). In addition, a public ‘digital dashboard’ should be developed, updated weekly and monthly, to monitor key indicators, bottlenecks, and the implementation progress of each resolution. The responsibility lies with each Party committee, the Government, ministries, sectors, localities, and the people. At the same time, independent expert groups and policy appraisal units may be invited to assess solutions and provide objective evaluation and critique.”
At the same time, the Party leader called on the entire political system, all Party committees and authorities, the Vietnam Fatherland Front and mass organizations; urged the business community, diplomats, intellectuals, teachers, doctors, workers, farmers, and youth nationwide to join hands in unity and action. Each person should take on specific tasks, achieve concrete results each day, working with perseverance, discipline, method, and creativity. “Let the spirit of the Resolutions introduced today permeate every level, every sector, every part of society down to each ward, village, and neighborhood, into every classroom, workshop, field, household, and individual; turning aspiration into action, action into results, and results into new confidence,” the General Secretary emphasized.
After outlining key orientations, tasks, and solutions for each Resolution, and clarifying their dialectical and complementary relationships as well as links to those already being implemented, the General Secretary once again stressed that the nation’s new development momentum will arise from the organic linkages among these Resolutions. International integration opens the door to the world; stable and green energy provides the essential conditions for production, schools, and hospitals; high-quality education and training supply future systems engineers, doctors, and public service managers; and a modern, preventive, and well-managed healthcare system keeps people healthy to study, work, and innovate.
These pillars are reinforced by smooth institutions, strict enforcement discipline, data-driven decision-making, and smart resource allocation. When each cogwheel runs in proper sync, the machine of national development will accelerate sustainably.
In the time ahead, the General Secretary urged ministries, sectors, localities, every unit, and each official and Party member to begin work immediately in the spirit of “words go with deeds” and “today’s tasks are not left for tomorrow.” Leaders must be accountable for results, avoiding any shirking of responsibility. Each quarter and year, serious, open, and transparent reviews must be conducted; those who dare to think, act, and take responsibility for the common good should be duly commended, while violations and negative behaviors must be strictly handled.
