On July 24, 2025, at the Head Office of the Co-operative Bank of Vietnam (Co-opBank), the leadership of the State Bank of Vietnam (SBV) Regional Branch I, along with representatives from the SBV’s Inspection Department and Supervision Management Department II, visited Co-opBank for a working session.
Representing Co-opBank in the meeting with SBV Regional Branch I were Mr. Nguyen Quoc Cuong – Chairman of the Board of Directors; Ms. Pham Thi Hong Minh – Member of the Board of Directors, General Director; Ms. Dang Mai Phuong – Member of the Board of Directors, Head of the Safety Fund Management Committee; Mr. Nguyen Van Giang – Standing Deputy General Director, Director of the Safety Fund; along with leaders of several professional units at Co-opBank Head Office and the Directors of three Branches in Hanoi: Ha Tay, Hai Ba Trung, and the Transaction Office.
With the goal of addressing weak People’s Credit Funds (PCFs) in the area and effectively implementing the Prime Minister’s Directive No. 06/CT-TTg dated March 12, 2019, on strengthening solutions to ensure safe operations and firmly consolidate the PCF system, and the SBV Governor’s Decision No. 209/QD-NHNN dated January 31, 2019, approving the Project “Consolidation and Development of the PCF System to 2020 with Orientation to 2030” (Phase 2, from 2025 to 2030) issued together with Decision No. 1638/QD-NHNN dated March 31, 2025, SBV Regional Branch I organized a consultation session on July 17, 2025, to finalize the Project “Resolution of Weak PCFs in Hanoi for the 2025–2030 Period.”.
Following the consultation program on the Project “Resolution of Weak PCFs in Hanoi for the 2025–2030 Period,” and recognizing the importance of the Project, Co-opBank and SBV Regional Branch I held a working session to move toward finalizing the Project and proposing solutions for addressing some weak PCFs in the area.
In his opening remarks at the meeting, Mr. Nguyen Quoc Cuong – Chairman of Co-opBank’s Board of Directors – stated that Co-opBank wishes to have more detailed discussions on the solutions and plans for addressing weak PCFs in order to promptly complete the Project “Resolution of Weak PCFs in Hanoi for the 2025–2030 Period.” Therefore, a coordination mechanism between SBV Regional Branch I and Co-opBank is needed to achieve the highest effectiveness and resolve outstanding issues related to some weak PCFs.
Mr. Nguyen Quoc Cuong expressed confidence that with SBV Regional Branch I’s methodical and scientific approach, this would serve as a foundation contributing to the success of the Project “Comprehensive Restructuring of the PCF System and Co-opBank for the 2025–2030 Period, with Orientation to 2045.”.
At the session, Mr. Tran Quoc Hung – Deputy Director, representing the management of SBV Regional Branch I – presented an overview of the current status of some weak PCFs in Hanoi and proposed solutions for each of them according to the Project “Resolution of Weak PCFs in Hanoi for the 2025–2030 Period.”.
Also at the meeting, Ms. Pham Thi Hong Minh – General Director of Co-opBank – put forth Co-opBank’s proposals and solutions for handling weak PCFs in Hanoi to promptly resolve outstanding issues related to these PCFs. “In the coming time, Co-opBank will work closely with SBV Regional Branch I to finalize the Project ‘Resolution of Weak PCFs in Hanoi for the 2025–2030 Period’,” emphasized Ms. Pham Thi Hong Minh.
In her concluding remarks, Ms. Nguyen Thi Hoa – Director of SBV Regional Branch I – welcomed Co-opBank’s sense of responsibility in addressing weak PCFs in Hanoi in particular and the PCF system in general. Going forward, Co-opBank is expected to continue working closely with SBV Regional Branch I to aggressively address weak PCFs in the area as soon as possible.
