Over three decades of establishment and development, Co-opBank has affirmed its important role in the national financial system, becoming a solid pillar supporting the People’s Credit Fund (PCF) system and promoting the development of agricultural and rural economies. The journey from 1995 to the present is a clear testament to Co-opBank’s steadfast spirit, innovation, and aspiration to reach greater heights.
In 1995, the Central People’s Credit Fund – the predecessor of today’s Co-opBank – was established with the mission of supporting the PCF system in capital harmonization and liquidity assurance. The pilot phase (1995–2000) laid the foundation, tested the model, and built the operational mechanisms with the first “bricks” toward a sustainable financial system. In the context of a rapidly reforming economy, establishing an organization to provide financial support for PCFs was an important step, contributing to rural economic development.

The period 2001–2012 marked a strong transformation as the Central PCF gradually perfected its organizational model, improved management capacity, harmonized capital more effectively, and expanded its network and scope of activities. During this time, the PCF system developed steadily, affirming its role as an essential credit channel for households and small businesses, contributing to the reduction of informal lending in rural areas.
A major turning point came in 2013 when the Central PCF officially transformed into Co-opBank under license No. 166/GP-NHNN issued by the Governor of the State Bank of Vietnam. From this stage onward, Co-opBank not only continued its mission of capital harmonization and liquidity support but also expanded its role in providing modern banking products and services to the PCF system as well as to institutional and individual clients.

This transformation opened up opportunities for Co-opBank to steadily improve its financial capacity, apply technology in its operations, expand its network, and enhance service quality. Notably, in recent years, Co-opBank has vigorously pursued digital transformation, synchronously implementing a variety of digital banking services such as CF-eBank, Co-opBank Mobile Banking, and Co-opBank Napas chip cards, thereby contributing to financial inclusion and supporting the PCF system in developing toward greater professionalism, safety, and efficiency.
As the bank of the PCF system, Co-opBank plays the role of intermediary for capital harmonization and system safety assurance. However, it does not stop at liquidity support—Co-opBank also implements training programs and management capacity building for PCF staff, helping the system operate transparently, efficiently, and more sustainably.
To date, Co-opBank, with its Head Office, 32 Branches, and 66 Transaction Offices, has served nearly 1,200 PCFs operating across the country and nearly 2 million members, including individuals and households in rural, remote, and financially underserved areas. With continuously growing total assets, an expanding network, and ever-improving service quality, Co-opBank has been affirming its position as one of the key banks in providing financial support and promoting sustainable rural economic development.
Looking to the next phase of development, Co-opBank aims to continue strengthening its financial capacity, modernizing its management system, accelerating the application of digital technology, and expanding its ecosystem of products and services. The Bank will continue to accompany the PCF system to enhance competitiveness, ensure safe and effective operations, and contribute to socio-economic development in alignment with the directions of the Government and the State Bank of Vietnam.
