On July 7, in Ho Chi Minh City, the State Bank of Vietnam (SBV) held a conference to announce the Governor’s decision on the organization and personnel of SBV Regional Branch 2.
Attending the conference were Mr. Nguyen Van Duoc – Chairman of the People’s Committee of Ho Chi Minh City, and Mr. Vo Tan Duc – Chairman of the People’s Committee of Dong Nai Province. From the SBV, Governor Nguyen Thi Hong, Deputy Governor Pham Tien Dung, and leaders of relevant departments and agencies were present.
Representing the Co-operative Bank of Vietnam (Co-opBank) were Mr. Nguyen Quoc Cuong – Chairman of the Board of Directors, leaders of relevant Divisions and Departments at the Head Office, Directors of Co-opBank Ho Chi Minh City Branch and Dong Nai Branch, and representatives of 10 People’s Credit Funds (PCFs) in Region 2.
SBV Regional Branch 2 is responsible for managing and implementing monetary, credit, and foreign exchange policies in two major economic centers of the southern key economic region: Ho Chi Minh City and Dong Nai.
Speaking at the conference, Governor Nguyen Thi Hong emphasized that SBV Regional Branch 2 is in charge of a large area with over 700 branches of credit institutions. The total mobilized capital in this region accounts for 31% of the entire country and is four times higher than the national average of other regions. Its credit outstanding makes up 32% of the national total and is five times higher than in other regions.
Given the vast scope of the region, the Governor requested SBV Regional Branch 2 to pay special attention to cash operations, vault management, ensuring seamless payment services for citizens and businesses, and maintaining uninterrupted connectivity. In addition, inspection work must be prioritized, and monetary policy implementation must go hand-in-hand with supervision and inspection to ensure system safety.
The Governor also requested SBV Regional Branch 2 to maintain close coordination with relevant departments, the National Assembly delegations in Ho Chi Minh City and Dong Nai Province, and local authorities. Through the Party Committees and local governments, the branch should continue implementing bank–business connection programs, conducting dialogues, and addressing difficulties faced by enterprises and citizens. Governor Nguyen Thi Hong affirmed that the SBV will continue operating monetary policy proactively and flexibly to ensure capital supply for economic development and macroeconomic stability. The SBV will also provide direct instructions to the regions to implement key objectives and development priorities for local economies and inter-regional linkages.
On behalf of the leadership and all staff, Mr. Vo Minh Tuan – Director of SBV Regional Branch 2 – expressed gratitude for the trust placed in him by the Governor and the SBV leadership, as the branch now oversees an area 9.3 times larger than before.
Mr. Tuan acknowledged that the larger scale presents both opportunities and challenges in managing and implementing monetary and banking policies. However, with the attention and direction of the SBV leadership, the new administrative structure officially came into smooth operation on July 1, 2025.
Regarding upcoming tasks, particularly for the second half of 2025, Mr. Tuan affirmed that SBV Regional Branch 2 will closely follow the directives of the SBV Governor and leadership, and the instructions of Ho Chi Minh City and Dong Nai authorities, to effectively implement monetary policies to support businesses and the public. The branch is committed to meeting credit and banking service needs in the region.
Ho Chi Minh City – One of Vietnam’s Growth Poles
Mr. Nguyen Van Duoc – Chairman of the People’s Committee of Ho Chi Minh City – praised the efforts of SBV Regional Branch 2’s leadership and staff, noting the banking sector’s positive contribution to the city’s socio-economic growth. Emphasizing that Ho Chi Minh City will become a key national growth pole following the administrative merger, he expressed hope that credit institutions will continue contributing to faster and more sustainable development, helping the country confidently enter a “new era of national rise.
SBV Regional Branch 2 Will Become a Coordination Center
Mr. Vo Tan Duc – Chairman of the People’s Committee of Dong Nai Province – also expressed confidence in the role of SBV Regional Branch 2. He noted that Dong Nai, as the country’s industrial capital with a vast market, offers great opportunities for commercial banks and credit institutions to develop. This will contribute to supporting businesses, building worker housing, and assisting poor households, thereby driving Dong Nai’s economic growth.
