Co-opBank Actively Implements the “Digital Mass Education” Program – An Inevitable Requirement in the Digital Era

Speaking at the launching conference of two major emulation movements: “The Whole Country Emulates Innovation and Digital Transformation” and “Digital Mass Education,” Deputy Governor of the State Bank of Vietnam (SBV) Pham Tien Dung stated: “In this turbulent context, digital transformation is no longer a trend but a mandate of the era and a lifeline for the banking sector to adapt and develop sustainably.” With the goal of raising awareness and enhancing digital skills across the entire system, Co-opBank has officially launched the “Digital Mass Education” program, aiming to build a high-quality digital workforce and digital culture throughout the organization.

Inspired by the original “Mass Education” campaign initiated by President Ho Chi Minh in 1945 to eradicate illiteracy and improve public knowledge, the “Digital Mass Education” movement carries a new mission: popularize digital skills to help the public access, use, and master technology effectively, and shape a proactive, creative, and adaptable digital citizen generation. This spirit is concretized through major policies such as: Decision No. 810/QD-NHNN by the SBV Governor on the banking sector’s Digital Transformation Plan to 2025, with orientation to 2030; Decision No. 411/QD-TTg by the Prime Minister approving the National Strategy for the Development of the Digital Economy and Digital Society; Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation; and Decision No. 1938/QD-NHNN by the SBV Governor on implementing the Central Steering Committee’s Plan No. 01-KH/BCDTW.

In accordance with the Government and SBV’s policies, Co-opBank has issued Plan No. 05/KH-NHHT to launch the “Digital Mass Education” emulation movement throughout the Co-opBank system, aiming to promote a spirit of learning and developing digital skills and knowledge to serve work and assigned tasks, moving toward comprehensive digital transformation in the banking sector.

Digital Transformation – Shifting Mindsets, Elevating Actions

Co-opBank’s goal for the “Digital Mass Education” movement in 2025 is: 100% of staff will be equipped with basic digital transformation knowledge and skills and be able to effectively use digital platforms and services for their work; of these, 50% will achieve advanced-level proficiency. Additionally, 100% of learners will be equipped with digital knowledge and skills to support study, research, creativity, and safe interaction in the digital environment. Each unit must propose at least one digital initiative to improve or innovate workflows, recognized by Co-opBank’s Innovation Council. All units must have “Digital Champions” to share knowledge, skills, and digital working experiences with colleagues.

By 2026, the target is for 100% of employees to be fully trained in digital knowledge and skills and capable of effectively using digital platforms and services. Each unit must continue to maintain at least one recognized digital initiative.

At the seminar “Banking and the Digital Transformation Race” co-organized by Co-opBank, the Institute for Innovation and Digital Transformation presented books and a digital transformation framework to Co-opBank leadership.

Journey to Building a Comprehensive Digital Ecosystem

ecently, Co-opBank has organized multiple training sessions on digital transformation and artificial intelligence (AI), and employees have actively applied what they learned in practice. The “Digital Mass Education” movement is not only a widespread call for learning across the organization but also an effort to build a proactive and continuous learning environment, where every employee can upgrade their digital competency daily through various multimedia and multi-platform methods. This gradually forms a modern learning organization and standardizes working methods in a digital environment.

The movement focuses on raising awareness, fostering innovative thinking, effectively applying technology, streamlining operations, and modernizing activities. Key areas include: popularizing digital skills, developing the digital banking model, investing in technology infrastructure, improving human resources quality, and implementing effective “Digital Champion” models. The initiative is closely aligned with major national campaigns such as “The Whole Country Builds a Learning Society” (2023–2030), promoting digital transformation thinking internally and in the wider community, laying the foundation for sustainable system-wide development.

On the path of comprehensive digital transformation, Co-opBank always places customers and PCF members at the center. With a proactive and creative approach, Co-opBank is actively promoting communications, consulting, and user guidance for digital platforms and online financial services, including producing videos warning of digital frauds to PCFs and their members. These efforts enhance digital awareness and skills in the community, especially among PCFs and their members, contributing to inclusive finance and sustainable local development.

With its mission as “the bank of PCFs,” Co-opBank believes that digital transformation is a critical milestone and a powerful driver for shifting mindsets, improving service capacity, and optimizing operational efficiency, gradually affirming its position as a modern bank, accompanying the PCF system on the path of sustainable developmen.
