Co-opBank Holds Mid-Year 2025 Review Conference and Deploys Tasks for the Second Half of the Year

On June 30, 2025, in Hanoi, the Co-operative Bank of Vietnam (Co-opBank) held its mid-year review conference and deployment of tasks for the second half of 2025. 

Attending the conference were Mr. Nguyen Quoc Cuong – Chairman of the Board of Directors of Co-opBank, Ms. Pham Thi Hong Minh – Member of the Board of Directors, General Director of Co-opBank. Also in attendance were members of the Board of Directors representing State capital, the Board of Management, Supervisory Board, heads of Divisions, Committees, Centers, and Departments at the Head Office, and representatives from 32 Co-opBank Branches.

At the conference, delegates heard the report on activities in the first six months and plans for the second half of 2025. From the beginning of the year, under the directive of the Governor of the State Bank of Vietnam (SBV) in Directive No. 01 on the implementation of key tasks for the banking sector in 2025, Co-opBank has gradually deployed many activities, including: Solemnly organizing the 30th Anniversary of Co-opBank’s establishment; the 2024 Annual Member Assembly; the 5th Advanced Role Model Commendation Conference; and successfully holding the 4th Party Congress of Co-opBank for the 2025–2030 term with the theme: “Solidarity – Innovation – Efficiency – Sustainability – For the Development of the PCF System”.

In the first half of 2025, the bank achieved positive business results in many aspects. Notably, support for PCFs, digital transformation, improving capital efficiency, and cost savings contributed to strong financial performance.

As of June 25, 2025, Co-opBank’s total operating capital reached VND 69,043 billion, up 11.89% compared to December 31, 2024. Owner’s equity was VND 4,620 billion; mobilized capital was VND 62,872 billion, an increase of VND 7,347 billion (13.23%) compared to December 31, 2024.

Regarding capital use: total outstanding loans reached VND 38,806 billion, up VND 2,290 billion (6.27%) compared to December 31, 2024, of which: Loans to PCFs amounted to VND 777 billion, down 62.51%; Loans to enterprises and individuals reached VND 38,030 billion, up 10.47%.

In the first six months, Co-opBank adjusted lending and harmonized deposit interest rates multiple times for PCFs. The average lending interest rate for PCFs decreased by 0.49% per year, and the average interest rate on harmonized deposits increased by 0.11% compared to December 31, 2024.

Co-opBank also prioritized the deployment of digital banking products and services with various utilities for PCFs, promoting cashless payment products to members and people in agricultural–rural and remote areas, contributing to national financial inclusion goals. 981 out of 1,180 PCFs have joined Co-opBank’s payment network, raising the total number of connected points to 1,079; expansion of chip cards, mobile banking app, overdraft services, payroll, collection services, etc.; Pilot implementation of the Paymenthub integration axis; training and certification for PCFs in payment agency operations; implementation of revenue-sharing and advisory fee policies for PCFs deploying Co-opBank’s modern banking services, contributing to increased PCF income. In the first half of the year, Co-opBank inspected 46 PCFs, of which 23 completed reports were submitted to the Regional SBV Branch.

In addition, Co-opBank has been proactive and flexible in managing its business operations: continued reductions in lending interest rates for businesses and individuals (average reduction of 0.22%/year); launched 4 loan programs and products with attractive interest rates, suitable to customer needs, supporting production and business activities, improving people’s lives, and driving economic growth.

Co-opBank has also focused on NPL resolution, improving credit quality, strictly implementing debt classification, provisioning, and risk handling in accordance with SBV regulations; closely monitoring Branch operations for timely guidance and correction; strengthening credit quality control to improve business efficiency and ensure system safety.

The conference also heard the financial–accounting report for the first half and tasks for the second half of 2025; a report on issues requiring correction in operations and notes on changes in administrative boundaries. There were also discussions and exchanges on business operations and obstacles faced by Co-opBank branches.

In her concluding remarks, Ms. Pham Thi Hong Minh – Member of the Board of Directors and General Director of Co-opBank – highly appreciated the results achieved in the first six months of 2025.

Ms. Pham Thi Hong Minh stated that after 30 years of operation, Co-opBank has affirmed its role as the only bank supporting the safe and effective development of the PCF system. Co-opBank has received strong support from the Government and SBV through policies for PCFs, especially in digital transformation and financial capacity enhancement. Notably, Article 57 of the Law on Management and Investment of State Capital in Enterprises stipulates: “Investment, support, and management of state capital at the Co-operative Bank shall be implemented in accordance with the Law on Credit Institutions and the regulations applicable to credit institutions in which the State holds more than 50% of charter capital under this Law,” which is of great importance to Co-opBank in increasing charter capital and in other key operational areas.

Co-opBank has well performed its duties as a management tool of the State Bank of Vietnam over the PCF system, providing strong support to help PCFs develop safely and stably; achieved relatively high results in bad debt recovery; developed a wide range of modern banking products and services to support PCFs and customers; and other tasks were also systematically and effectively implemented, contributing to the overall success of the system in meeting targets and plans assigned by SBV.

Ms. Pham Thi Hong Minh also pointed out areas needing improvement in some branches, especially in management and operational direction; compliance with discipline, operational procedures, security, and data protection – particularly regulations on credit operations, management and use of eKYC, user credentials, and passwords on Co-opBank’s internal transaction systems; and close monitoring of localities and the operational network of PCFs under branch management.

“In the coming time, all Co-opBank staff must strive and show even greater determination to overcome all difficulties and work toward fully achieving the 2025 business plan, laying the foundation for development in the following years,” emphasized Ms. Pham Thi Hong Minh – General Director of Co-opBank.
