On June 11–12, 2025, in Hanoi, the Party Committee of the Co-operative Bank of Vietnam (Co-opBank) held its 4th Party Congress for the 2025–2030 term under the theme “Solidarity – Innovation – Efficiency – Sustainability – For the Development of the People’s Credit Fund (PCF) System.”.
Attending and directing the Congress was Mr. Đoàn Thái Sơn – Member of the Standing Committee of the Party Committee and Deputy Governor of the State Bank of Vietnam (SBV); along with representatives from advisory and assisting departments of the SBV’s Party Committee and leaders of party organizations under the SBV;

Representing Co-opBank’s Party Committee were Mr. Nguyễn Quốc Cường – Party Committee Secretary and Chairman of the Board of Directors; Ms. Phạm Thị Hồng Minh – Deputy Secretary and General Director; members of the Executive Committee; branch party secretaries; and all party members of the Co-opBank Party Committee.
The official session covered key activities: the political report of the 3rd Executive Committee for the 2020–2025 term; the review report of the same term; comments on draft reports and documents submitted to higher-level Party Congresses and the 14th National Party Congress; the election of the Executive Committee for the 2025–2030 term; and the election of Co-opBank’s delegation to the 1st Party Congress of the SBV for the 2025–2030 term.
Building a comprehensively strong Party Committee
Opening the Congress, Mr. Nguyen Quoc Cuong emphasized the special political importance of this event, serving as an opportunity to comprehensively assess the 5-year implementation of the 3rd Congress’s resolutions and outline future development directions.
“In the 2020–2025 term, the Party Committee of Co-opBank overcame a highly volatile period with unprecedented challenges such as the COVID-19 pandemic and digital transformation. Yet, those very challenges served both as a driving force and an urgent imperative, compelling the Party Committee to continuously innovate, enhance the effectiveness of its leadership, and leverage collective strength to successfully fulfill its role as the bank for People’s Credit Funds (PCFs),” affirmed Mr Nguyen Quoc Cuong – Secretary of the Party Committee and Chairman of the Board of Directors of Co-opBank.

The political report of the 3rd Executive Committee of the Co-opBank Party Committee indicated that during the 2020–2025 term, Party building continued to be regarded as a priority. The Party Committee of Co-opBank closely followed the Resolutions of the 13th National Party Congress, the Congress of the Party Committee of the Central Bank, and the Party Congress of Co-opBank for the 2020–2025 term.
The Party Committee of Co-opBank placed special emphasis on leading and directing ideological and political work for officials, party members, and employees within the unit. It thoroughly disseminated and strictly implemented the Party’s resolutions and directives, especially those related to Party building and rectification—such as the 11th and 12th Central Committee’s Resolution No. 4, and Conclusion No. 21-KL/TW of the 13th Central Committee on Party building and rectification; Directive No. 05-CT/TW of the 12th Politburo and Conclusion No. 01-KL/TW of the 13th Politburo on studying and following Ho Chi Minh’s ideology, morality, and style; Party regulations on setting an example; and Regulation No. 144-QD/TW of the Politburo on revolutionary ethical standards for Party members in the new era.
The education and training of political theory, as well as the enhancement of awareness among officials and Party members, received focused attention and were carried out in various formats. The quality of branch-level Party meetings was ensured, and thematic sessions were organized in connection with professional duties. Extracurricular activities were held in conjunction with field trips to historically significant sites, reinforcing political and ideological education. The Party Committee of Co-opBank also directed the organization of numerous communication campaigns to commemorate major national holidays and historic events, as well as gratitude activities such as visiting and presenting gifts to policy beneficiary families, war invalids, and disadvantaged martyrs’ families. These efforts contributed to traditional education, fostering solidarity, national pride, and strengthening faith in the Party’s revolutionary ideals.
The leadership and direction methods of the Executive Committee of the Co-opBank Party Committee have been renewed, as reflected in a more scientific and flexible process for issuing leadership documents, which are adjusted and supplemented to better align with practical circumstances. This approach has fostered proactiveness, creativity, and a strong focus on effectiveness in work, enabling timely resolution of challenges and obstacles. The quality of grassroots party branches—particularly the quality of their activities—has significantly improved. Party member development has been given due attention, with the party membership steadily growing in both quantity and quality. During the term, the Co-opBank Party Committee restructured and established two additional branches, increasing the number of subordinate party branches to eight, with a total of 156 members.
The Party Committee of Co-opBank issued the Regulation on Coordination between the Party Committee and the Executive Board of Co-opBank, contributing to the creation of a positive working environment and promoting comprehensive development in both political and professional aspects within Co-opBank.
The achievements in Party building have been a decisive factor enabling the Co-opBank Party Committee to lead and direct the entire system in overcoming difficulties and challenges, striving to fulfill political tasks and business targets. Notably, Co-opBank has effectively carried out capital harmonization, promptly providing funds to PCFs for credit expansion and temporary liquidity support for those facing operational difficulties. In addition, Co-opBank has continued remote supervision of PCF operations, conducted inspections and monitoring as directed by the SBV, supplied blank savings books, offered consultancy and information support, and participated in the restructuring and resolution of struggling PCFs. The bank has also managed and utilized the Safety Fund for the PCF system efficiently, contributing to the overall safety and stability of PCF operations.

During the 2020–2025 period, Co-opBank’s business performance indicators experienced positive growth. By the end of 2024, Co-opBank’s total capital reached VND 61,708 billion, an increase of VND 18,052 billion (up 41.35%) compared to 2020 (VND 43,656 billion). As of May 31, 2025, total capital had reached VND 67,820 billion, representing a 9.91% increase compared to 2024.
As of the end of 2024, Co-opBank’s total outstanding loans reached VND 36,516 billion, an increase of VND 13,921 billion (up 61.61%) compared to 2020 (VND 22,595 billion). As of May 31, 2025, total outstanding loans stood at VND 38,741 billion, up 6.09% compared to 2024. The on-balance-sheet NPL ratio was 1.54% in 2020; 0.36% in 2024; and 0.37% as of May 31, 2025.
As of December 31, 2024, the balance of harmonized deposits from PCFs at Co-opBank was VND 46,103 billion, an increase of VND 16,230 billion (up 54.33%) compared to December 31, 2020. As of May 31, 2025, the harmonized deposit balance reached VND 54,065 billion, representing a 17.27% increase compared to 2024.
Notably, Co-opBank has actively supported the PCF system in implementing digital transformation in banking operations, bringing modern banking products and services to its members, thereby enhancing competitiveness and meeting the needs of PCF members. As of December 31, 2024, 952 out of 1,180 PCFs had joined Co-opBank’s payment network, utilizing services such as 24/7 instant transfers, Mobile Banking, and chip cards offering various features including fund transfers, bill payments for electricity, water, phone, internet, and public services. The number of payment accounts opened at Co-opBank reached 477,980, and 52,813 Co-opBank Napas cards were issued. The Casa balance amounted to VND 2,658 billion
The 2020–2025 term also marked positive changes in Co-opBank’s efforts to implement restructuring solutions and address NPLs, as well as reorganize its internal structure toward a modern banking model with PCF members at the center. The bank enhanced both the quality and scale of its operations, invested in technology development, promoted cashless payments, and accelerated digital transformation across banking activities while ensuring information technology security and safety. Additionally, Co-opBank applied various measures to stimulate credit growth, boost capital trading volumes, and utilize harmonized deposit resources from PCFs effectively.
At the Congress, delegates also listened to a summary of the draft Review Report of the Executive Committee of the Co-opBank Party Committee for the 2020–2025 term; comments, contributions, and presentations such as: “Promoting payment activities, strengthening and enhancing professional competence and awareness of responsibility among PCF staff participating in the CF-eBank payment system,” “Practicing thrift and combating waste,” “Strengthening internal capacity, reforming organizational structure – a fundamental foundation for effectively implementing the Co-opBank restructuring plan linked with NPL resolution for the 2021–2025 period,” “Enhancing the brand identity of PCFs – Strengthening linkages and consolidating system-wide trust,” “Enhancing the role of Party members in capital mobilization – efficient capital operations at Co-opBank,” “Building a clean and strong Party branch.”…
Upholding the mission as the apex bank of the system
Delivering a directive speech at the Congress, Mr Doan Thai Son – Member of the Standing Committee of the Party Committee and Deputy Governor of the State Bank of Vietnam – affirmed: “For many years during the 2020–2025 term, Co-opBank exceeded the business and financial plans assigned by the SBV, achieved stable development, and gradually enhanced its position within Vietnam’s financial system. The achievements of the Co-opBank Party Committee during the past term are highly commendable and have made important contributions to the overall development of the banking sector.”.
Regarding the orientations, tasks, and solutions for the 2025–2030 term, Mr Doan Thai Son – Deputy Governor of the State Bank of Vietnam – proposed that the Party Committee of Co-opBank continue to lead and direct its subordinate Party branches, as well as all officials, Party members, and staff within the unit, to uphold strong internal solidarity and strive to fulfill all assigned tasks to the highest standard, taking the outcomes of Party-building work as the foundation and driving force for accomplishing political missions. In this context, Mr Doan Thai Son emphasized several key tasks that Co-opBank needs to implement in the coming period.
First, immediately after the Congress, the newly elected Party Committee must promptly begin drafting its Working Regulations, the Term Work Program, and assign responsibilities to each Party Committee member in order to lead and direct the activities of the Party Committee effectively. At the same time, it must closely coordinate with the executive leadership of the unit in leading and directing officials, Party members, and employees to fulfill assigned political tasks while ensuring safe, efficient, and sustainable business operations, thereby contributing to the successful implementation of the Resolution of the 2025–2030 Congress term.
Second, continue to lead and direct the serious and effective implementation of Resolutions, Directives, Conclusions, and Guidelines issued by higher levels of the Party—especially as new Resolutions, Directives, and Guidelines will be introduced following upcoming Party Congresses at all levels. The Party Committee of Co-opBank must consider this a central task throughout the next term. In particular, restructuring and streamlining the organizational apparatus is a crucial task for the entire political system in the current period.
Third, study and develop breakthrough solutions in alignment with the “strategic quartet” of the Politburo (Resolution No. 57-NQ/TW; Resolution No. 59-NQ/TW; Resolution No. 66-NQ/TW; Resolution No. 68-NQ/TW), and the Action Plans and Programs of the Party Committee of the SBV and the SBV itself to implement these Resolutions, as well as the Directives, Plans, and Programs of the Government and the Prime Minister. These efforts must closely align with the unit’s professional responsibilities and the political tasks of the banking sector. Regarding digital transformation, the Deputy Governor emphasized: “In today’s context, applying digital transformation in business operations and management is an inevitable trend, and the banking sector is always at the forefront of this field.” Accordingly, the Deputy Governor instructed all Party Committees, Party members, and employees of the Co-opBank Party Committee to clearly identify this as a key task, and to concretize Resolution No. 57-NQ/TW of the Party, as well as relevant Resolutions of the National Assembly and Government and the directives and plans of the SBV, into specific tasks for both the Party Committee and each of its subordinate branches for effective implementation.
At the same time, effectively implement the “Comprehensive Restructuring Plan for the PCF System and Co-opBank for the 2025–2030 period, with a vision to 2045,” in which Co-opBank’s role as the apex bank of the system is more clearly defined. “The success of the Plan greatly depends on Co-opBank’s effective implementation of the assigned tasks,” emphasized the Deputy Governor, who instructed the Party Committee, Party Cells, and Party members of Co-opBank to regard this as a key mission in the coming period and throughout the entire term of the Party Committee.
We must clearly affirm that Co-opBank is “the bank of the PCFs,” and it must accompany and support PCFs in strengthening their financial capacity and operating effectively, in line with the principles and objectives of the cooperative-type credit institution model. This plays an important role in promoting the development of the PCF system in the new phase and contributes to the overall stability of Vietnam’s financial market. Co-opBank must synchronously implement restructuring solutions in combination with NPL resolution to develop into a modern, multifunctional apex bank; strongly apply advanced technology; and develop digital services to optimize member and customer experience. These efforts aim to increasingly meet the needs of the PCF system, the community, and society, moving toward the goal of making Co-opBank a leading bank in the field of community-based microfinance, particularly in agriculture, rural development, and the collective and cooperative economic sectors.

On behalf of the Congress, Mr Nguyen Quoc Cuong – Secretary of the Party Committee and Chairman of the Board of Directors of Co-opBank – acknowledged and fully embraced the profound and heartfelt directive remarks delivered by Mr Doan Thai Son – Member of the Standing Committee of the Party Committee and Deputy Governor of the State Bank of Vietnam. He affirmed: “The orientations provided by the SBV leadership and the Deputy Governor serve as a guiding compass for the Co-opBank Party Committee in leading and directing the implementation of political tasks and Party-building work in the time ahead”
Mr Nguyen Quoc Cuong stated that, in response to new development requirements and under the motto “Solidarity – Innovation – Efficiency – Sustainability – For the Development of the People’s Credit Fund System,” the Party Committee of Co-opBank has clearly identified its mission to continue vigorously renewing its mindset, enhancing the leadership capacity and combat strength of the Party organization; promoting solidarity, democracy, and creativity; strengthening financial capacity, improving risk management, diversifying service and value-added products, expanding operational scale, and focusing on training and capacity building for staff. At the same time, it must accelerate the application of technology and comprehensive digital transformation to meet development demands in the coming period. As the bank of the PCFs, the Party Committee of Co-opBank firmly defines its mission in guiding and supporting the PCF system, contributing to the goals of sustainable agricultural and rural development and inclusive finance.
With a strong spirit of consensus, the delegates attending the Congress elected the Executive Committee of the Co-opBank Party Committee for the 2025–2030 term, consisting of 7 members; and elected the delegation of the Co-opBank Party Committee to attend the SBV Party Congress for the 2025–2030 term, consisting of 12 official delegates and 2 alternate delegates.
With the spirit of “Solidarity – Innovation – Efficiency – Sustainability – For the Development of the PCF System,” based on the Resolution of the Co-opBank Party Congress for the 2025–2030 term, all officials, Party members, and employees will continue to uphold the 30-year tradition of construction and development, maintain unity in will and action, overcome difficulties and challenges, strive to build a clean and comprehensively strong Party Committee, an excellent workforce, and strong mass organizations, and successfully fulfill the assigned political tasks, thereby contributing to the effective achievement of Co-opBank’s sustainable development goals.

At the Preparatory Session held on June 11, 2025, the Congress elected the Presidium and the Secretariat; approved the Agenda, Internal Rules, and Working Regulations of the Congress; presented the draft Summary Report on feedback for the draft Political Report of the Party Congress of the State Bank of Vietnam for the 2025–2030 term and the documents of the 14th National Party Congress; provided guidance on the Election Regulations at the Congress; disseminated the Election Regulations; and concluded the preparatory session
