In the spirit of the nationwide emulation to celebrate Party Congresses at all levels, progressing toward the 14th National Congress of the Communist Party of Vietnam, the Party Committee of the Co-operative Bank of Vietnam (Co-opBank) is actively preparing for its 4th Party Congress, term 2025–2030, scheduled to be held in mid-June 2025. This is a significant political event, marking an important milestone in the development journey of the Co-opBank Party Committee as it aims to advance the safe and sustainable development of the People’s Credit Fund (PCF) system in a new era.

Following Directive No. 35-CT/TW of the Politburo, Plan No. 20-KH/ĐUNH dated August 30, 2024, of the Party Committee of the State Bank of Vietnam, and other relevant guiding documents, the Co-opBank Party Committee has issued a comprehensive plan for organizing congresses at all levels. To date, 100% of grassroots-level Party cells under the Co-opBank Party Committee have completed their Congresses for the 2025–2027 term, ensuring adherence to schedule, quality, and procedures.
Simultaneously, the drafting of documents for the Party Congress is being carried out meticulously, objectively reflecting the results of the 2020–2025 term while setting strategic orientations and key solutions for the 2025–2030 term. These are aligned with the mission of developing Co-opBank to serve the PCF system and the agriculture–farmers–rural areas sector. For this Congress, personnel work is identified as a pivotal stage. The preparation of the new term’s Party Executive Committee personnel plan is being conducted in accordance with the guidance of the Central Committee, ensuring the principle that the Party leads personnel affairs. The proposed candidates are elite Party members with strong political integrity, upright morals, practical competence, high credibility, and development potential—representing the intellect, determination, and aspiration for renewal of the Party Committee. The verification of political standards, historical background checks, and asset declarations are being conducted rigorously per Party regulations.

In response to the broad political activities celebrating the Party Congresses at all levels, the Co-opBank Party Committee has launched numerous practical emulation movements aligned with both political and professional tasks of the unit. Subordinate Party cells have organized various key activities such as document feedback, registering commemorative initiatives, vibrant visual communications, and thematic conferences. Communication efforts have been systematically implemented before, during, and after the Party Cell Congresses to help officials and Party members understand the meaning and importance of the event, thereby enhancing their sense of responsibility, promoting democracy, and fostering high consensus throughout the Party Committee.

According to plan, the 4th Party Congress of the Co-opBank Party Committee, term 2025–2030, will take place over two days, including a preparatory session and an official session, with the participation of about 200 delegates. The Congress will undertake important tasks: Reviewing the implementation of the Resolution from the 2020–2025 term; Discussing and approving the directions, goals, tasks, and solutions for the 2025–2030 term; Electing the Party Executive Committee for the 4th term, 2025–2030; Electing a delegation to attend the Party Congress of the State Bank of Vietnam, term 2025–2030.
The theme of this Congress will be studied and proposed based on the spirit and orientation of “Solidarity – Democracy – Discipline – Innovation – Development,” expressing high political determination, the aspiration to rise, and the commitment to comprehensive innovation to affirm Co-opBank’s pivotal role in the community microfinance system.
The 4th Party Congress of the Co-opBank Party Committee is not only a broad political activity but also a crucial moment for the entire Party Committee to reflect on the past journey, clearly define future development orientations, strengthen internal unity, and enhance the leadership capacity and combat strength of the Party organization in the new context.
With thorough, responsible, and methodical preparation, the 2025–2030 Party Congress of the Co-opBank Party Committee is expected to be a great success, continuing to affirm Co-opBank’s role as the key bank serving the cooperative economic sector and contributing significantly to the implementation of the Collective Economy and Cooperative Development Strategy for the 2021–2030 period in accordance with Resolution No. 20-NQ/TW of the Central Executive Committee of the Party.
