On September 30, 2022, at the headoffice of the Vietnam Association of People’s Credit Fund (VAPCF), the Association held the ceremony of announcing and awarding the decision on appointing the leaders of the Association’s Office for the term IV (2021-2026).
Attending the announcement ceremony were Mr. Le Quang Huy – Director of Bureau 3 Banking Supervision Agency, Ms. Nguyen Thi Ngoc Anh – Deputy Head of the Management and Supervision of Co-operative Credit Institutions (Bureau 3); Mr. Pham Cong Hung – representaive of Department of Non-Governmental Organizations, Ministry of Home Affairs.
Mr. Nguyen Quoc Cuong – Co-opBank and VAPCF Chairman and other Co-opBank leaders and managers of some departments at the headoffice were also present.
There were also the members of Association’s Executive Committee, the Inspection Committee, some PCFs’ representatives in Hanoi, Phu Tho and Vinh Phuc provinces. GATTACA Law Firm and VAPCF staffs.
At the ceremony, Mr. Phan Thanh Giang – Member of the Association’s Executive Committee announced the Decision No. 20/QD-TCCB dated September 29, 2022 of the VAPCF on the appointment of Mr. Nguyen Duc Dung – Former General Secretary of the VAPCF term II to hold the title of General Secretary and Chief of Office of the VAPCF term IV (2021-2026) and Decision No. 21/QD-TCCB dated September 29, 2022 of the VAPCF on the appointment of Ms. Nguyen Thi Kim Thanh – Former Deputy General Secretary of the VAPCF term III to hold title of Deputy Chief of Office of the VAPCF, term IV (2021-2026).
The above decisions take effect from October 1, 2022.
At the ceremony, Mr. Nguyen Quoc Cuong – Co-opBank and VAPCF Chairman congratulated VAPCF for having the management structure completed. He also congratulated Mr. Nguyen Duc Dung and Ms. Nguyen Thi Kim Thanh on being trusted and appointed by the Association’s Executive Board to hold leadership positions in the VAPCF.
Mr. Nguyen Quoc Cuong shared: over the past time, the Association has fulfilled its role as a connection, thereby creating more trust and integration among PCFs. In the role of a connection between management agencies and the PCFs system, VAPCF has actively worked with SBV branches; has made close and timely proposals and recommendations with State management agencies to remove difficulties and support PCFs to operate more safely and effectively… These achievements have been appreciated by the SBV. This was common achievements for PCFs, Co-opBank and the VAPCF. Up to now, the VAPCF is really the shared house for Co-opBank and PCFs.
Chairman Nguyen Quoc Cuong emphasized that in the coming time, there will be many difficulties and challenges for the PCFs system, especially in the implementation of the Project on restructuring the system of credit institutions. He requested VAPCF leaders to make their full efforts, together with the Executive Board to complete the assigned tasks, and to comply with the plans and objectives assigned by the SBV as well as the Resolution of the General Assembly term IV, contributing to support the PCFs system improving its governance and operation capacity, ensuring safe, effective and sustainable operation…
At the ceremony, Mr. Le Quang Huy – Director of Bureau 3 Banking Supervision Agency congratulated the VAPCF and its new leader. He said this was a great development for the VAPCF to fulfill its assigned tasks well in the future.
Mr. Le Quang Huy shared that over the past time, the Association has performed well its role as a connection between members and state agencies and has provided good support to members, enabling PCFs to grow further. The Banking Supervision Agency will always support the VAPCF to better perform its role with its members.
On behalf of the newly-appointed leaders, Mr. Nguyen Duc Dung – the new General Secretary and the Chief of the Association Office, sincerely thanked SBV leaders, the Ministry of Home Affairs, Co-opBank, the Executive Board of the Association and its members for giving support and trust to the Association’s activities in recent years, especially in the Association Congress of term IV. At the same time, he also expressed thanks to the members of the Executive Committee of the Association for trusting and electing him in the position of General Secretary and Ms. Nguyen Thi Kim Thanh in the position of the Deputy Chief of the Association Office. He said this was a great honor for them both but also a heavy responsibility in implementing the Association’s tasks in the coming time according to the Resolution of Congress of the VAPCF, term IV.
Mr. Dung also shared “with the assigned responsibility as the leaders of the Association Office, we will: respectfully learn from and inherit the achievements of the leaderships in the previous term, unite together to effectively implement the action plan according to the Resolution of the Association’s General Assembly, term IV; Continue to reform, increase the effectiveness and efficiency of the Association’s work; determine to build the VAPCF as a common house, which will meet more requirements and trust of members in promoting the role as a bridge with State management agencies, a bridge with the members; well promote the role of policy critics to effectively convey the aspirations of the PCFs, promoting training, consulting to improve knowledge and apply new technology to members; strengthen propaganda to raise awareness about the activities of cooperative credit institutions…”.
Mr. Nguyen Duc Dung expressed his wish to receive further the interest, support and guidance from the SBV, the Ministry of Home Affairs the Standing Committee, and the support from representative offices and especially the consensus and synergies of Co-opBank and PCF members to fulfill the tasks, to strengthen the Association’s activities and actively contribute to the development of Co-opBank, PCFs and VAPCF.
